The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the City. The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system. BEDC's Wastewater Capital Program (WWCP) staff oversees the design and construction of all capital projects managed on behalf of the Bureau of Wastewater Treatment (BWT) and the Bureau of Water Supply (BWS). Currently, WWCP manages the capital delivery requirements for BWT and BWS. Some of the capital projects delivered include wastewater resource recovery facilities (WRRFs) upgrades/state of good repair improvements, CSO abatement projects and pump station rehabilitation. WWCP consists of a group of project managers and engineers who manage capital projects consistent with BEDC's project delivery and construction management procedures, with an emphasis on environmental health and safety, scope, schedule, budget, and client service. BEDC seeks to hire two Civil Engineers Level 1 to be Accountable Managers (AM) for WWCP. The selected candidates will oversee and support the design and construction of WWCP projects for various WRRFs, such as but not limited to North River, Bowery Bay, Red Hook, Oakwood Beach, Owls Head, wastewater pump station projects across the city, contribute to WWCP projects involving WRRF from the watershed region, and also the Flushing Bay and Gowanus Superfund CSO programs.

  • Oversee and support the design and construction of WWCP projects for various WRRFs.
  • Direct the oversight of the planning, design and construction of major capital construction projects.
  • Prepare, negotiate, and process modifications to Consultant Contract scope, cost, and schedule.
  • Provide day-to-day guidance and oversight of subordinates' work assignments.
  • Ensure Environmental Health & Safety is incorporated throughout the project lifecycle.
  • Implement all project delivery procedures and coordinate with bureau support divisions.
  • Manage seamless communication/coordination with Agency Bureaus and key stakeholders.
  • Monitor key performance indicators with respect to Scope, Schedule, Budget, and other project performance metrics.
  • Permanent Civil Service Civil Engineer status.
  • Four (4) years of full-time, satisfactory experience in civil engineering work.
  • A valid New York State Professional Engineer's License.
  • A master's degree in civil engineering may substitute for one year of experience.
  • Proficient oral and written communication skills.
  • Possession of a valid motor vehicle driver license in New York State.
  • Detailed understanding of permitting, equipment and materials, codes and standards.
  • Ability to assess consultant/contractor performance based on contract requirements.
  • Strong technical skills, interpersonal, communication, and computer skills.
  • Public Service Loan Forgiveness eligibility.
