About The Position

The Accountability Manager ensures North Carolina’s local workforce development boards remain compliant with all applicable federal, state, and agency policies and guidance. This role leads and supports a team of Monitors responsible for evaluating Workforce Innovation and Opportunity Act (WIOA) Title I programs and other assigned federal grants. The Manager provides statewide consultation on the development, administration, and oversight of Title I programs throughout the workforce development system. This position works closely with internal and external partners—Commerce leadership and staff, chief local elected officials, workforce and education entities, business and government leaders, and service providers—to ensure program integrity, compliance, and effective implementation. Key duties include technical and administrative oversight of assigned grants; evaluation and analysis of procurement, performance, and financial data; and strategic guidance to statewide partners. The role requires strong management experience to provide operational and administrative oversight of the Accountability Unit, including performance monitoring, budget tracking, and supervision of direct staff. Knowledge of WIOA, workforce systems, and program or project management is highly desirable. Opportunities for statewide collaboration, conference participation, and public presentations are also encouraged. About the Unit: The Accountability Unit within the Division of Workforce Solutions (DWS) is responsible for monitoring, compliance, and oversight of WIOA Title I programs administered by North Carolina’s local workforce development boards. The unit ensures that workforce programs are effectively managed, properly implemented, and aligned with federal and state regulations. The Accountability Unit collaborates with partners across the workforce system—including local boards, training providers, community organizations, and Commerce program staff—to promote consistent interpretation of policy, resolve compliance issues, and uphold the integrity of statewide workforce investments. Through monitoring, technical assistance, reporting, and training, the unit plays a critical role in supporting service quality, performance outcomes, and responsible stewardship of federal funds.

Requirements

  • Demonstrated knowledge of public and business administration principles, accounting practices, and regulatory requirements relevant to program oversight.
  • Ability to interpret and apply federal, state, and agency policies with sound judgment and discretion.
  • Ability to plan, assign, supervise, and develop the work of others while maintaining a productive and collaborative team environment.
  • Skilled in providing direction, building relationships, and fostering effective communication with internal staff, stakeholders, officials, and the general public.
  • Strong skills in collecting, analyzing, and interpreting quantitative and qualitative data.
  • Ability to assess program performance, evaluate outcomes, identify trends, and make data-driven recommendations for improvement.
  • Ability to initiate, implement, and evaluate administrative programs, procedures, and operational practices.
  • Demonstrated skill in program analysis, process improvement, and assessing program effectiveness to ensure alignment with organizational goals.
  • Ability to analyze complex issues, develop effective solutions, and provide clear guidance to stakeholders.
  • Excellent written and verbal communication skills with the capacity to explain technical information, prepare reports, deliver presentations, and support informed decision-making.
