In accordance with Chapter 447.203(5), the incumbent of this position assists the Revenue Program Administrator in a confidential capacity by performing duties relative to personnel, purchasing, budget and fiscal matters. This is a highly responsible position responsible for managing assigned grants to ensure coordination and efficiency among the Department’s administrative and program offices that are supported by the assigned grants. The incumbent is responsible for tracking assigned grants from inception of the grant/award to close out. This includes ensuring that grant revenues and budget authority amounts are not exceeded, monitoring expenditures and coordinating and assisting in the preparation of required grant budget and programmatic reports. The incumbent consults with and/or advises management staff on areas of concern and proposes possible solutions. Coordinates with program areas in the determination, calculation, notification and release of approved grant budget allocations to sub-grantees. Develops grant based operating budget procedures including required formats and deadlines. Assists administrative and program offices and substate grantees in the completion of required grant operating budgets. Reviews grant operating budgets against revenue allocations and budget authority and recommends approval/disapproval. Monitors expenditures for assigned grants on a regular basis to ensure conformance with established budgets and federal cost allocation requirements. Analyzes, monitors and manages grant expenditures against budget authority and available revenue. Reviews and analyzes data and prepares monthly financial reports regarding expenditures and encumbrances against grant budget allocations. Consults with appropriate parties when variances occur. Prepares work papers incorporating grant expenditure analysis, adjustments, Payment Management System (PMS) detail, revenue, grant awards, etc for federal reports. Identifies problems and recommends solutions to management. Facilitates monthly and quarterly reviews with financial management and program office staff to ensure that official grantor reports (federal & state) are complete and accurate before they are submitted. Participates with and assists financial management staff in reconciling grant and budget Notice of Obligation/Notice of Award (NOO/NOA) amounts with expenditures, revenue draws and accounting records. Coordinates and/or provides technical assistance as required regarding grant management procedures and allowable uses of grant revenue resources. Reviews subgrant documents to ensure compliance with grant requirements and restrictions. Participates in audits and management reviews and assists in the resolution of findings and the development of corrective action plans. Coordinates with other administrative and program office staff as appropriate. Coordinates the completion of grant application packages, program forms, and budget forms in accordance with department operational policies and procedures. This includes submitting the grant application package through the grant review process. Tracks the receipt of assigned program grant awards and notifies all appropriate parties that the grant application has been approved. This includes notifying all parties of the Notice of Obligation (NOO) or Notice of Award (NOA) amounts. Functions as the custodian for all official documents and records related to assigned grants. Assures that the closeouts for assigned grant programs are completed in a timely manner and forwarded to the appropriate entity. Provides additional assistance to Revenue Program Administrator by reviewing various financial documents prior to final approval. Provides training assistance to new and current Grant Managers. Assist with the Federal Funding Accountability & Transparency Act (FFATA) data entry. Ensures data is entered timely each month and reconciled to USA Spending. Performs other related duties as required.
