The HCV Specialist at Greater Dayton Premier Management is responsible for determining eligibility for subsidized housing and managing the preparation and maintenance of Housing Assistance Payment (HAP) contracts. This role involves processing new applicants, determining eligibility for Housing Choice Vouchers (HCV) and other housing programs, and issuing vouchers to eligible applicants. The specialist will also initiate, receive, and process referrals for special programs, ensuring that all necessary factors are investigated and verified to establish the eligibility of residents for continued housing subsidy. This includes verifying resident income and preparing termination and reinstatement notifications as well as repayment agreements. The position requires effective communication with tenants and property owners, providing professional customer service while preparing HUD reporting as needed. Essential functions of the HCV Specialist include processing housing applications, determining eligibility, and issuing vouchers and payments for HCV and other housing programs. The specialist will schedule and conduct interviews with housing applicants to assess their eligibility based on established guidelines. They will work with third parties to verify income, citizenship, and household composition information provided by applicants, and will calculate rental subsidies based on income and expense factors. The role also involves preparing leasing appointment documents for tenants and landlords, processing portability documentation, and completing annual and interim recertification calculations accurately and timely. The specialist will conduct scheduled monthly recertification briefing appointments, calculate required repayments, and process terminations and reinstatements of subsidies, ensuring timely notifications in accordance with HUD and Authority policies. The HCV Specialist will maintain complete and accurate files and records of applicant and tenant information, recalculations performed, and correspondence in compliance with Authority policies. They will also manage the Housing Choice Voucher waiting list by removing ineligible applicants and collaborate with social service and other housing agencies for assistance referrals. Weekly reports and tracking logs for special programs will be submitted, and the specialist will assist with answering phones, covering the front desk, and performing other clerical tasks as needed.
