About The Position

The Human Resources Analyst position at the Department of Homelessness and Supportive Housing (HSH) is a journey-level role responsible for various HR functions including recruitment, onboarding, leave management, and employee relations. This position aims to support the department's mission of providing high-quality services to prevent and end homelessness in San Francisco. The analyst will work under the supervision of a Senior HR Analyst and will also serve as a backup payroll and personnel coordinator.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Verifiable professional human resources work experience in recruitment, employee relations, or related areas may substitute for education.

Responsibilities

  • Design and implement departmental selection plans in consultation with the Hiring Manager and Human Resources Manager.
  • Administer permanent civil service exams and exempt recruitments, and coordinate transfer recruitments.
  • Perform thorough job analysis, develop exams and screening components, and assist hiring managers with the selection process.
  • Coordinate the Post Referral Selection Process to ensure compliance with certification rules.
  • Manage the onboarding process for new hires, including rehires and transfers, in consultation with relevant managers.
  • Provide information on leaves of absence and reasonable accommodations to employees.
  • Ensure timely reporting of workers' compensation claims and engage employees with reasonable accommodations as needed.
  • Interpret and administer provisions of Memorandum of Understanding and personnel policies for various stakeholders.
  • Prepare written materials including letters, reports, and recruitment statistics.
  • Respond to inquiries from department representatives, labor organizations, and the public regarding HR issues.
  • Establish and maintain positive working relationships with section managers and co-workers.
  • Complete required reports in a timely manner.
