About The Position

Serves as a strategic technical leader responsible for defining and governing the architecture of enterprise infrastructure platforms across Dallas County. This includes core systems such as cloud environments, server infrastructure, databases, and storage platforms. Partners with technology leaders and County departments to define future-state architecture, drive modernization, support transformation initiatives, and ensure secure, scalable, and resilient infrastructure. Aligns infrastructure design with cybersecurity, enterprise data, application platforms, and service delivery needs.

Requirements

  • Education and experience equivalent to a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Engineering, or in a job-related field.
  • Six (6) years of work-related experience in enterprise IT infrastructure, cloud architecture, or infrastructure strategy.

Nice To Haves

  • Azure or AWS Architect-level certification, VMware Design Expert, RHCA, or equivalent.
  • TOGAF, Zachman, or similar enterprise architecture certification.
  • ITIL, COBIT, or related operational frameworks.

Responsibilities

  • Design scalable, secure and resilient infrastructure solutions across cloud, on-premises, and hybrid environments.
  • Define enterprise-wide infrastructure architecture strategies that support scalable, high-performance, and secure services.
  • Design infrastructure platforms that enable automation, mobility, business continuity, and modernization goals.
  • Align service delivery with County priorities such as public safety, justice systems, health services, and civic access.
  • Ensure enterprise infrastructure meets performance, reliability, and uptime expectations for internal and public-facing systems.
  • Guide design of infrastructure to support large-scale applications, analytics, and digital services.
  • Promote unified infrastructure capabilities across hybrid (on-prem/cloud) and distributed systems.
  • Establish standards for infrastructure availability, fault tolerance, disaster recovery, and operational support.
  • Anticipate infrastructure needs for new technologies, M&A, public outreach, and community programs.
  • Architect future-state infrastructure models that reduce complexity, cost, and risk.
  • Lead long-range planning for compute, network, storage, and platform services.
  • Promote automation-first principles using infrastructure-as-code and policy-as-code tools.
  • Ensure architectural alignment with ITSM, change control, monitoring, and compliance practices.
  • Collaborate with security architects on zero-trust, identity management, and secure infrastructure design.
  • Evaluate current-state operations and recommend improvements in process, performance, and integration.
  • Govern lifecycle and refresh planning for infrastructure platforms, licenses, and assets.
  • Guide operational playbooks and standards used across engineering and operations teams.
  • Lead infrastructure design for enterprise initiatives including modernization, digital transformation, cloud migration, and resilience.
  • Define reusable infrastructure patterns, architecture blueprints, and system integration models.
  • Partner with application, data, and enterprise architects to ensure end-to-end alignment.
  • Ensure systems are designed with scalability, interoperability, security, and recovery in mind.
  • Architect solutions that integrate with SaaS, IaaS, PaaS, and hybrid infrastructure environments.
  • Support system interoperability with partner agencies, vendors, and intergovernmental platforms.
  • Guide network architecture decisions in collaboration with telecom and security engineers.
  • Promote architecture modularity, portability, and maintainability across platforms.
  • Define architectural metrics, reference architectures, and quality standards for infrastructure services.
  • Lead enterprise assessments of infrastructure maturity, resilience, and technical debt.
  • Develop architecture roadmaps with phased improvements aligned to County strategy.
  • Review and improve documentation, configuration management, and audit traceability.
  • Evaluate toolsets, platforms, and vendor offerings for continuous improvement.
  • Promote enterprise monitoring and observability practices that enable data-driven quality improvements.
  • Contribute to risk assessments, disaster recovery testing, and incident response reviews.
  • Ensure infrastructure aligns with County values for accessibility, transparency, and equity in digital services.
  • Mentor infrastructure engineers and promote architecture literacy across IT teams.
  • Develop and maintain architectural guidelines, toolkits, and reusable design assets.
  • Lead working groups focused on cloud enablement, hybrid architecture, and infrastructure modernization.
  • Support knowledge-sharing through internal architecture forums and cross-functional collaboration.
  • Foster a collaborative environment for shared ownership and open communication.
  • Serve as a role model for inclusive leadership, innovation, and strategic thinking.
  • Guide infrastructure-related training, certifications, and staff development plans.
  • Provide architectural oversight to projects and ensure deliverables meet expected standards.
  • Partner with County departments to understand evolving infrastructure needs and align with business goals.
  • Communicate complex architectural decisions to executives, technology leaders, and non-technical audiences.
  • Represent infrastructure architecture in governance boards, strategic planning, and budget discussions.
  • Lead architectural engagement in vendor selection, contract reviews, and implementation oversight.
  • Collaborate with procurement and finance on technology lifecycle planning and investment optimization.
  • Contribute to grant applications, digital inclusion strategies, and sustainability initiatives.
  • Build strong relationships with peer architects, CIO leadership, and cross-agency stakeholders.
  • Advocate for County-wide infrastructure standards, architecture review processes, and secure design practices.
