About The Position

We are seeking a professional candidate to supervise assigned programs of the Adams County Workforce and Business Center (WBC) to ensure successful completion of program goals and objectives. Candidate will supervise major program activities, associated sector grants and/or initiatives. This position is responsible for staff supervision, oversight of job seeker assessment, case management, and submission of program reports. The WBC Supervisor must demonstrate a high level of professionalism and leadership. Candidate will monitor program goals throughout the year and affects changes as required, actively participate in and contribute to the annual short-term strategic planning process and help manage established budgets. Candidate will develop and maintain a good working relationship and maintain communication with Adams County Human Services staff, community business/employers, community partner agencies as well as job seekers.

Requirements

  • Five (5) years of increasingly responsible leadership experience.
  • At least three years of professional supervisory experience.
  • Experience in an employment center or similar professional work environment is highly desirable.
  • Bilingual skills are preferred but not required.
  • Experience with statewide databases is highly desirable.
  • Proficient in Microsoft Office (MS Word, MS Excel, MS PowerPoint).
  • Experience with vocational training programs, community outreach.
  • Experience working with low-income, unemployed, under-employed and/or diverse populations is preferred.

Responsibilities

  • Develops individual performance plans and appraises performance against established standards of performance.
  • Provide timely, effective feedback and mentoring to staff.
  • Establishes and implements action plans and/or training to meet assigned program performance measures and commitments.
  • Develops and implements outreach strategies to encourage targeted populations participation while increasing awareness of workforce development programs and services.
  • Facilitate and maintain information sharing among community stakeholders, partners, and service providers.
  • Monitor job seeker feedback and/or complaints to assure service delivery is being carried out professionally and is applicable to current job search methods, trends, and/or compliance issues.
  • Responsible for effective communication and administration of county and WBC policies and procedures for staff development.
  • Makes quality strategic/tactical decisions utilizing critical thinking methods, experience, judgment and input from others; then acts decisively.
  • Ensures that all program reports are completed on or before deadlines.
  • Ensures case file and audit reports are reviewed regularly to ensure that all assigned staff are trained and are meeting performance targets.
  • Attend all staff and program supervisor meetings and conduct regular staff meetings and one-on-one meetings with staff.
  • Communicate regularly with leadership regarding staff performance, program outcomes, challenges, and all essential issues.
  • Work with WBC Managers to complete State NFA's, Work plans, Workbooks, program annual plans and perform modifications as necessary to meet expenditure and/or budget plans within assigned deadlines for administered programs.
  • Prepare relevant funding proposals and support a team effort in drafting project/grant proposals for targeted populations.
  • Responsible for managing assigned program's budget and resources by using approved financial guidelines and accepted practices, policies and procedures.
  • Work in collaboration with the WBC Managers to develop methods to gather data to determine ongoing effectiveness of assigned programs including all work-based learning programs.
  • Coordinate recruitment/marketing of the WBC via verbal, visual, and written presentations to the private sector, community based, and governmental agencies.
  • Attend and represent the WBC in meetings, presentations, statewide initiatives, and taskforce as related to areas of responsibility at the local, state, regional, and federal levels as required.
  • Maintain strong relationships and provide leadership, problem solving and communication in coordination with local resources, educational institutions and other workforce centers to reduce duplication.
  • Make recommendations for operational and program modifications through fact-based data driven methods.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.
  • Other duties as assigned.
