About The Position

This position is in the Office of Mission Support, Office of Human Capital Operations, Executive Employee Services Division, Employee Benefits Branch. This is an office-centered position; you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). Requirements

  • Must submit a resume and required documents.
  • Must be a U.S. citizen.
  • Must complete a 1-year supervisory or managerial probationary period if selected.
  • Must complete all elements of the EPA Successful Leaders Program upon acceptance of an initial appointment to a supervisory or managerial position.
  • Must undergo a background investigation as this position is designated as Moderate Risk.
  • Must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Nice To Haves

  • Experience in planning, organizing and directing employee benefits area in human resources management.
  • Experience advising and counseling top management on human resources initiatives, policy and programs operations as it relates to benefits processes and procedures.
  • Experience analyzing reports and addressing anomalies.

Responsibilities

  • Serve as an agency expert regarding federal retirement programs; frequently serve as a point of contact for all levels of management regarding individual questions or concerns about benefits.
  • Analyze potential changes in regulations and ensure the Agency voice is heard regarding the impact of proposed changes.
  • Work directly with the National Program Manager (NPM) to suggest areas that may require further study and propose implementation strategies when final regulations are issued.
  • Lead and/or coordinate monthly meetings to ensure consistency in operations across the Agency.
  • Ensure that employees are informed of benefits changes, open season opportunities, change in retirement regulations, or other significant events.
  • Lead and develop, implement and evaluate long-range plans and specific projects to accomplish delivery of Headquarters and Region benefits and entitlement programs/services.
  • Serve as advisor and provide counsel to employees regarding policies, procedures, and directives of management.
  • Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives.
  • Coordinate participation with Human Resources Management Division Senior leadership in developing strategies for overall organizational and operational improvement.
  • Represent HRMD with a variety of organizations, both internal and external.
  • Establish, develop, and maintain effective working relations with serviced offices and officials, including supervisors, senior managers, customers, peers, and staff members.
