About The Position

Clackamas County's Department of Human Resources (HR) is seeking a dynamic, solutions-driven Senior HR Analyst with an extensive background in employee and labor relations. The purpose of the Employee and Labor Relations (ELR) Division is to provide corrective action consultation, administration of collective bargaining and labor contract services to the Board of County Commissioners, Administration, and Departments so they can manage a productive workforce and maintain effective labor relations. Be the subject matter expert and strategic partner to County management on complex employee and labor relations matters. This role focuses on proactive contract administration, workforce education, and collaborative labor management, with a strong emphasis on training and empowering managers to navigate employee issues confidently. The position involves supporting union negotiations, advising on performance and discipline, and ensuring compliance with collective bargaining agreements, current employment law (federal, state, and local), and County policy. Success in this role requires strong policy analysis skills, technology proficiency, and a commitment to building sustainable HR systems that reduce reliance on 1:1 consultation and instead promote leader independence, transparency, and consistency across the County.
