About The Position

The Senior Contracts Officer at Oregon State University is a full-time professional faculty position responsible for leading procurement and contracting activities related to the University-National Oceanographic Laboratory System (UNOLS) Regional Class Research Vessels (RCRV) project, primarily funded by the National Science Foundation (NSF). This role requires a resourceful and results-oriented individual who can problem-solve, manage compliance with procurement regulations, and build collaborative relationships across diverse stakeholder groups.

Requirements

  • Bachelor's degree in Business Administration or a related field.
  • Experience drafting and negotiating contract provisions.
  • Experience interpreting and applying laws and guidelines related to contracting.
  • Excellent analytical, interpersonal, oral, and written communication skills.
  • Ability to engage in flexible and critical thinking.
  • Ability to work in a fast-paced, high-volume workplace.

  • Ten years of relevant professional experience.

Responsibilities

  • Lead procurement and contracting activities for the RCRV project.
  • Determine applicable rules and regulations for procurement processes.
  • Review and interpret federal, state, and local regulations.
  • Manage procurement and contracting services to ensure compliance and consistency.
  • Develop procurement plans, acquisition strategies, timelines, and milestones.
  • Design and draft solicitation, contract, and related procurement documents.
  • Conduct solicitations, negotiations, and contracting processes.
  • Manage coordination, communication, selection, award, and post-solicitation activities.
  • Interpret, advise, enforce, clarify, and recommend actions to stakeholders.
  • Draft, negotiate, create, and amend contracts as needed.
  • Identify and resolve contractual issues and conflicts.
  • Guide project teams and stakeholders through the contracting process.
  • Provide training on procurement and contract-related activities.
  • Manage public records and audit requests.
  • Develop knowledge bases for procurement and contract matters.
