About the position

Under the direction, the PMIS Business Analyst supports the planning, implementation, and enhancement of the Project Management Information System. This role acts as a liaison between IT teams and business stakeholders, assisting in gathering and documenting requirements, refining processes, conducting basic analyses, and validating system changes. The Business Analyst contributes to improving functionality, data integrity, and user experience by translating business needs into technical requirements, supporting testing, and helping ensure solutions align with organizational goals.

Responsibilities

  • Support Project Initiatives: Assist with projects by understanding business needs and objectives under the direction of more senior staff.
  • Assist in Requirement Gathering: Help gather and document business and technical requirements, participating in interviews and facilitation sessions with stakeholders under supervision.
  • Help Reconcile Information: Support in reconciling information from multiple sources to help create detailed business requirements within the scope of the initiative.
  • Support Gap Analysis: Assist in comparing the present state of the business with a desired future state under the guidance of senior analysts to provide gap analysis.
  • Coordinate with IT Teams: Work under the supervision of Enterprise Architects, InfoSec, Engineers, Project Managers, and other IT teams to identify technical requirements and potential solutions.
  • Collaborate within Scrum or Kanban teams, participating in stand-ups, sprint planning, and retrospective meetings.
  • Clarify Scope Elements: Help in articulating and isolating in-scope and out of scope elements of projects.
  • Translate Needs into Requirements: Support the translation of client needs into business requirements; assist with functional design requirements with oversight from senior colleagues.
  • Assist in Developing Diagrams and Documentation: Understand and help translate complex topics into standard documentation and diagrams using tools like Word, Visio, LucidChart, Excel, etc.
  • Support Testing: Assist in creating testing plans and participate in end-to-end testing to ensure that requirements are met.
  • Assist in Training and Development: Help develop training materials and participate in the training of employees as directed by senior analysts.
  • Support Data Management: Assist in developing and maintaining data definitions and standards, ensuring compliance under the supervision of senior staff.
  • Document Maintenance: Help maintain necessary documentation for IT and procurement processes.
  • Support Process Improvement: Participate in process improvement projects to develop efficient business processes and workflows.
  • Professional Development: Attend and participate in professional group meetings as directed; stay informed of new trends and developments in related fields.
  • Vendor and Consultant Support: Assist with managing relationships with vendors and consultants to augment staff capabilities, under supervision.
  • Adhere to Safety and Sustainability Standards: Follow Agency safety rules and integrate sustainability into everyday business practices.
  • Other Supportive Duties: Perform other duties as assigned.

Requirements

  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or closely related field.
  • Four years of experience in business analysis or a related IT field; Or an equivalent combination of education and experience.
  • Understanding of how to assess system capabilities, identify requirements, and translate business needs into technical specifications.
  • Strong verbal and written communication skills.
  • Proficiency in building relationships, negotiating, and working collaboratively with diverse teams.
  • Capability to adjust to new situations and changing requirements.
  • Familiarity with common business software, such as Jira, LucidChart, ServiceNOW, and especially Microsoft Office Suite.
  • Knowledge of project management and development methodologies such as Agile or Waterfall.
  • Understanding of how systems can be leveraged to improve business processes.
  • Ability to identify, analyze, and propose solutions to various business challenges.
  • Attention to detail to ensure accuracy in data, documentation, and analysis.

Nice-to-haves

  • Ability to effectively gather and document business requirements, facilitate process improvements, perform root cause analysis, and create testing plans.
  • Experience creating or reviewing standard operating procedures (SOPs), developing Business Requirements Documents (BRDs), and evaluating vendor proposals.
  • Experience developing common project deliverables such as Charters, Risk Registers, RACI charts, and Training Guides.
  • Experience with Agile, Scrum, or other project management methodologies.
  • Efficiency with the use of applications such as ServiceNOW, Jira, LucidChart, Visio, Excel, PowerBI, and PowerAutomate.
  • Experience with PMIS tools (e.g., Primavera Unifier, Kahua) or project controls systems.
  • Outstanding communication, facilitation, presentation, and documentation skills.
  • Familiarity with ITIL and Change Management principles.
  • Business Intelligence and data management best practices.
