About The Position

The Program Analyst 3, Audit and Compliance position within the Commonwealth of Pennsylvania's Department of Labor & Industry focuses on enhancing the functionality of the Unemployment Compensation Management System (UCMS) and the COMPAS audit software. The role involves providing expert analysis to support program planning, improvement, and resource allocation, ensuring compliance with Pennsylvania Unemployment Compensation Law and maintaining data integrity.

Requirements

• One year as a Program Analyst 2; or
• Three years of analytical experience, two of which include professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
• An equivalent combination of experience and training.

Nice To Haves

• Experience with data analysis and reporting tools.
• Knowledge of unemployment compensation laws and regulations.

Responsibilities

• Maintain and enhance the functionality of the UCMS and COMPAS audit software.
• Lead interfaces with external agencies for the Audit Compliance Division.
• Engage with vendor teams to ensure maintenance contract provisions are fulfilled.
• Submit change requests and report bugs related to the COMPAS application.
• Develop, coordinate, and conduct training for UCTS staff.
• Plan and manage project activities, including leading Program Analyst 2s in developing requirements for UCMS functional changes.
• Ensure UCMS functionality complies with PA UC Law and UCTS policy and procedure.
