About The Position

The City and County of San Francisco is looking to hire multiple Senior Administrative Analysts to support City departments in problem-solving for homelessness, environmental sustainability, transportation, green spaces, public safety, and other key city services. This role offers a unique opportunity to gain insights into how San Francisco's $14 billion budget is utilized to provide high-quality services for residents, workers, and visitors. Candidates should be passionate about public service and eager to make a difference at the local level. The position involves leading and performing complex projects in areas such as budgeting, financial analysis, economic analysis, data analysis, legislative and administrative policy, and contract administration. Responsibilities include evaluating policy, financial, program, and organizational issues, and presenting findings and recommendations to senior management. The role also includes overseeing departmental operations, budget development, grants management, and conducting substantive analytical work that impacts the department significantly.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university.
  • Five (5) years full-time equivalent experience performing professional-level analytical work in areas such as budgets, contracts, grants, or policy.

  • Possession of a graduate degree (Master's degree or higher) in public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting, or related fields.
  • Additional experience may substitute for the required degree on a year-for-year basis.

Responsibilities

  • Lead and perform complex projects in budgeting, financial analysis, economic analysis, data analysis, legislative and administrative policy, and contract administration.
  • Evaluate policy, financial, program, and organizational issues and present findings to senior management.
  • Oversee key aspects of departmental operations including budget development, grants management, and contract administration.
  • Conduct detailed analytical work that impacts the department in areas such as budget development, financial and economic analysis, and program evaluation.
  • Direct and conduct complex surveys, studies, and research processes to analyze data from multiple sources.
  • Analyze and evaluate the effects of legislation, regulations, and court decisions on the department.
  • Evaluate existing and proposed programs, develop performance measures, and recommend policies and procedures.
  • Advise management in budget development, administration, monitoring, and reporting.
  • Manage complex capital projects and grants, ensuring compliance with funding and legal requirements.
  • Develop and administer complex contractual agreements with multiple funding sources.
