Y-12 is committed to responsible asset management by balancing equipment availability with optimum cost of ownership. Plant Health is the organization responsible for integrating efforts across organizations to drive holistic asset management at the capability and site levels. Plant Health Specialists work with System Health Managers and other System Owners to proactively manage the availability of facilities, production equipment, and supporting site infrastructure to accomplish site missions. Plant Health Specialists directly support the programs, processes, and tools that integrate and optimize the RAMI (Reliability, Availability, Maintainability, and Inspectability) of site infrastructure and programmatic equipment to accomplish current missions and that develop and inform asset strategies required for future mission success. Key job duties include the collection, management, and communication of asset management information/data. Plant Health Specialists apply Enterprise Risk Management tools to assess current and future risks to site infrastructure and communicate those risks and associated mitigation actions to inform site strategies and funding plans. Central to these efforts, Plant Health Specialists facilitate annual review of each capability and update of Y-12 asset risk database and associated OnePagers with capability owners and subject matter experts. Plant Health OnePagers are used to communicate risks and propose mitigation strategies to stakeholders that serve as the basis for Programs' FYNSP funding plans. Serving as a central resource, Plant Health Specialists regularly employ data analytics and data visualization techniques to understand and effectively communicate various asset management information such as maintenance and equipment history data. Resulting metrics are presented in the Plant Health Review Committee (PHRC) for each capability regularly. Building on strong data, Plant Health Specialists assist in authoring impactful presentations to effectively communicate site infrastructure conditions, needs, and strategies to internal and external entities such as the PHRC, Program Integration, NPO, and NNSA federal program managers. Plant Health also interfaces with other NSE sites and the United Kingdom's Atomic Weapons Establishment (AWE) to collaborate on asset management best practices. Additional expectations include leading collaboration of Capability Owners, Program Integration, and Strategic Planning. Also, leading complex change initiatives in support of asset management and facility operations by implementing business solutions through programmatic guidance, process control requirements, and innovative applications of computing systems and technology.
