About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF's computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff's public safety work. DOF has committed to modernize and simplify the NYC revenue collection systems and processes. A critical aspect of this modernization includes the design, implementation and management of mission-critical property tax collection and exemption and abatement processing system known as Property Tax System (PTS), which launched at the beginning of 2019. PTS, which administers the City's exemption and abatement programs, collects over $34 Billion in property tax revenue.

Requirements

  • A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project.
  • A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described above, including one year in a project leader capacity or as a major contributor on a complex project.
  • A satisfactory combination of education and experience that is equivalent to the above requirements.

  • Familiarity with all aspects of OpenText xPression and Exstream Dialogue product(s), including installation, configuration, code development, customization, and implementation.
  • Experience in creating various types of templates, such as letters, statements, bills, year-end statements, tax forms, and email notifications.
  • Familiarity with requirements analysis, design specifications, development, and testing of Dialogue.
  • Proficiency in coding and/or application components and translating functional specifications into technical specifications.
  • In-depth knowledge of page components, such as text boxes, tables, logos, and pict.

Responsibilities

  • Plan, manage and execute the migration of noticing components from the current Mainframe to client server technology.
  • Manage all aspects of multiple related projects to ensure the overall noticing in the DOF Property Tax portfolio.
  • Maintain the Exstream application(s) and components.
  • Create, maintain, and apply document design, delivery objects and standards.
  • Create, maintain, and apply new database content such as pages, text, charts, tables and logos.
  • Maintain integration points with Exstream and other peripheral systems/applications.
  • Maintain proper backup and recovery protocol.
  • Develop, debug and unit test new components or changes.
  • Develop plans and timelines for solution delivery in Noticing.
  • Provide production support including problem resolution working with Production Control, other systems and/or vendor(s).
  • Support application documentation and keep it updated and available.
  • Support deployments and upgrades, which may require holiday and/or weekend work hours.
