About The Position

Opportunity Awaits, Apply Today! - Medicaid Waiver Senior Policy Analyst (Operations & Policy Analyst 4) This position will be responsible for leadership and direction of Medicaid transformation efforts, primarily Medicaid 1115 demonstration waiver initiatives. Initially, this position will lead the OHP Benefit Update Project, to include designing and implementing processes and procedures to ensure better coordination across the agency and oversight of all phases of the project throughout its lifecycle. This will include project initiation through implementation, adhering to project objectives and supporting the governance structure, accurately estimating budget impacts, allocating and assigning agency resources appropriately, identifying and elevating risks to agency leadership, coordinating policy development, communications and community and key partner engagement, and establishing project evaluation and performance measures to align with OHA's strategic goal to further health equity and eliminate health inequities by 2030. This includes, but is not limited to, embedding these values in the project, leading in and ensuring existing staff and new hires prioritize the core values of this work, leading with humility, and working directly with populations in Oregon most impacted by health inequities. The OHP Benefit Update Project was created in response to the Oregon's most recent 1115 waiver, which specifies that the state's use of the Prioritized List (PL) to define the Oregon Health Plan (OHP) benefit package, will end on January 1, 2027. The OHP Benefit Update Project team will need to design additional appeal processes and review the Prioritized List, the State Plan and administrative rules to meet federal requirements and provide clear policy regarding benefits. In addition, the OHP Benefit Update Project team will consider whether changes to the state's benefit determination mechanism (the Health Evidence Review Commission (HERC) and Prioritized List of Services), policy, rules or processes related to utilization management might better meet OHA's equity goals. This position will lead, design, facilitate and support any necessary Task Forces or workgroups related to BUP. After the completion of the OHP Benefit Update Project, this position will support ongoing 1115 waiver responsibilities under the direction of the Medicaid Waiver Strategic Operations Director. This will include but not be limited to ongoing waiver design, application development, federal negotiations, policy and program development, and implementation. This position will collaborate with diverse populations most harmed by social injustice and inequities and will demonstrate the ability to build and steward positive, collaborative and partnership-based relationships with diverse community groups including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA2S+ and other communities that have been traditionally marginalized.

Requirements

  • Any combination of experience and education equivalent to eight years professional-level evaluative, analytical and planning work.
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills.
  • Five years professional-level evaluative, analytical and planning work.

Nice To Haves

  • Experience leading or supporting the development and implementation of policies and programs that advance health equity.
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/Medicaid administration.
  • Knowledge of legislative and regulatory processes.
  • Experience developing, implementing, and refining policies included in the Medicaid state plan or other waiver authorities.
  • Ability to provide organizational leadership to foster inter-and cross-agency collaboration.
  • Experience facilitating meetings with a variety of key partners.

Responsibilities
