Leads the Regional Transmission Planning group in performing regionally-focused transmission planning analyses, participating in regional transmission planning activities and forums, interacting with and influencing regional transmission planning organizations and stakeholders, and incorporating regionally-focused transmission projects into a comprehensive, risk-assessed and economic transmission plan and capital budget through strong coordination with Transmission Asset Management groups. Coordinates with Regional Transmission Policy group on strategic transmission planning policy development and influence matters. Represents the company in various regional coordinating council, joint planning, and associated regulatory groups and matters.

Requirements

  • Bachelor's Degree in Engineering is required; Masters of Science Degree in Electrical Engineering or Masters in Business Administration is desirable.
  • Professional Engineer registration is desirable.
  • A minimum of 10 years of progressive transmission planning/engineering/operations experience is required.
  • Previous managerial experience is desirable; demonstrated success in a supervisory or lead role overseeing complex technical projects and relationships for a minimum of four years is required.
  • Demonstrates a comprehensive understanding of federal/regional/local planning guidelines, policy and tariff requirements including FERC/NERC/State Utility Commissions and Regional Reliability or Transmission Organizations (WECC/MAPP/SPP/MISO).
  • Demonstrated excellent verbal and written communication skills.
  • Considerable travel may be involved.

Responsibilities

  • Leads, mentors, and develops a team of planning engineering professionals engaged in the development and coordination of regionally-focused long term plans to enhance system reliability, efficiency and economic benefit.
  • Provides input and required data necessary to develop a justified and prioritized transmission capital budget, in strong coordination with Transmission Asset Management groups.
  • Manages the development and operation of unit's operating budget including providing updated forecasts and monitoring of results.
  • Ensures alignment with business unit organization and corporate objectives.
  • Leads regional planning team participation in various RTO/RRO/other regional entities' transmission planning committees, forums, working groups, task forces, etc.
  • Prepares, sponsors and directs preparation by others of regional transmission planning and other technical testimony, other regional regulatory filings and technical studies in support of regional transmission strategies.
  • Develops and presents or directs the development and presentation of technical regional transmission planning information before a variety of public groups and forums.
  • Leads, develops, recommends, and implements regional transmission planning strategies through leadership of internal planning teams plus discussion and negotiations with neighboring utility planning management, RTO/RRO staffs, internal and external regulatory staffs, advocacy groups and other public entities.
  • Provides federal regulatory support and transmission policy analysis support as necessary.
