About The Position

The Lead Project Manager at Lumen is responsible for overseeing the Base Infrastructure Modernization Program (BIM) projects, ensuring accountability to the Lumen Air Force Program Management Office. This role involves managing complex projects aimed at modernizing and sustaining network infrastructure across numerous global installations, while leading cross-functional teams to achieve project goals and meet service level agreements.

Requirements

  • 5+ years of professional experience with a Bachelor's Degree or equivalent education and experience, or 2-3 years with a Master's Degree.
  • Government telecommunications program management experience is highly desired.
  • Project Management Professional (PMP) certification is highly desirable.
  • Experience in managing large-scale government contracts and vendor management.
  • Strong verbal and written communication skills.
  • Demonstrated conflict resolution skills.
  • Ability to work in a fast-paced, multi-task, stressful environment.
  • Must maintain eligibility for access to classified information.

Nice To Haves

  • BISCI Registered Telecommunications Project Manager (RTPM) Certification is a plus.

Responsibilities

  • Serve as the direct liaison between the customer and the Lumen BIM Program Management Office for project planning and execution.
  • Review and develop requirements for proposals, resulting in Statements of Work, Task Orders, and Modifications.
  • Manage lifecycle of Government Contracts in support of BIM.
  • Conduct Program Management Reviews (PMRs) with customers and senior management.
  • Implement complex base infrastructure network modernization services and equipment.
  • Initiate requests for quotes and purchase requests for subcontractors.
  • Ensure timely delivery of all contract deliverables on a weekly, monthly, quarterly, and annual basis.
  • Manage change management reviews and contract modifications.
  • Develop and implement processes for efficient Task Order execution.
  • Manage task orders with various financial constructs and large budgets.
  • Provide guidance to Engineers and Subcontractors to ensure compliance with budgets and cost accounting practices.
  • Assess and mitigate operational risks requiring Director level approval.
  • Develop methodologies and systems to measure program success and gain customer support.
  • Interface with engineering, network management, and customer technical representatives.
