Mott MacDonald is currently involved in several major infrastructure projects in the rail and transit realms. We are currently seeking an experienced Rail Principal Program Manager in our Raleigh, NC office to complement our team and assist with infrastructure assignments for public and private-sector clients.

Responsibilities

  • Manages complex rail infrastructure projects, including track and alignment design, from planning through delivery.
  • Engage as part of large multidisciplinary teams and review design documents for consistency and coordination.
  • Liaises between project members, cross-functional teams, external vendors, and other stakeholders to ensure deliverables, requirements, schedules, cost, and meeting plans are communicated.
  • Utilizes appropriate tools to plan project timelines, tasks, milestones, and deadlines.
  • Communicates schedule and changes to all stakeholders.
  • Plans and facilitates project meetings to align the project team to methods and goals and to track project tasks.
  • Monitors task completion status to identify at-risk project tasks and to develop plans.
  • Allocates resources, budgets, and hours to the project and adjusts allocations when necessary.
  • Serve as the primary point of contact for grant funded rail projects with clients and federal funding agencies.
  • Manage/Support the full lifecycle of rail infrastructure projects, including planning, design, environmental review, construction, and closeout.
  • Monitor project performance, ensuring compliance with federal requirements and timely delivery with the proper budget controls.
  • Collaborate with state departments of transportation, railroads, local governments, and other stakeholders.
  • Facilitate communication between FRA headquarters and client project teams.
  • Support multi-state coordination and integrated network planning as necessary for multi-state clients.
  • Have prior working knowledge and work experience with federal grants and loans, including High-Speed Intercity Passenger Rail (HSIPR), Consolidated Rail Infrastructure and Safety Improvements (CRISI) and Federal State Partnership programs.
  • Review and write grant applications and project proposals.
  • Provide grant technical assistance to multi-state clients.
  • Interpret and apply federal grant policies, regulations, and guidance documents. Specific history with Federal Rail Administration policies, regulations and guidance is preferred.
  • Support environmental compliance and risk management.
  • Track program of projects with milestones and deliverables in accordance with obligation requirements.
  • Prepare reports and briefings for client leadership and external stakeholders.
  • Maintain documentation for audits and program evaluations.
  • Lead or participate in cross-functional regional teams that include subject matter experts from safety, legal, financial, and public affairs/involvement.
  • Coordinate internal resources to support project delivery and oversight.

Requirements

  • Bachelor's Degree in Civil Engineering or equivalent technical degree from an accredited University.
  • Registered Professional Engineer (PE), is preferred.
  • 20+ years progressive experience in rail infrastructure program management, and/or rail design, is preferred.
  • Experience with rail operations and large-scale planning of network level systems operations.
  • Ability to assess how infrastructure projects will affect train movements, capacity, scheduling, and safety.
  • Build and harbor good working relationships with our business partners, suppliers, contractors, and clients.
