HR Manager Specializing in Learning, Development, and Organizational Development

About the position

The City of Olathe is looking for an experienced HR Manager to specialize in employee development, change management, and organizational development programs. This role involves supervising a small team of HR members while also providing consultation and support across the organization. The ideal candidate will have experience in creating and delivering training, as well as strong coaching, facilitation, and communication skills. The HR Manager will support organizational objectives by leading in multiple HR service areas and ensuring exceptional service to customers.

Responsibilities

• Supervises one of the HR teams, including HR Business Partners, HR Assistants, HR Specialists, and Program Manager roles.
• Motivates, inspires, and leads the HR team towards the accomplishment of individual, team, and City goals.
• Builds and maintains relationships with employees across the organization as a visible HR expert.
• Collaborates with employees to provide HR services in a consultative manner.
• Tracks and analyzes data to identify trends and organizational needs for effective programs.
• Remains current on employment laws, regulations, and industry best practices.
• Develops and conducts training for employees on various topics.

Requirements

• At least five years of progressively more responsible experience in a relevant HR role.
• Demonstrated leadership skills with supervisory experience preferred.
• General proficiency with office technology and relevant technical tools.
• Strong organizational, time management, and critical thinking skills.

Nice-to-haves

• Professional certification through recognized credentialing programs (e.g., SHRM, HRCI, ATD).
• Proficiency in Spanish and/or American Sign Language.
