About The Position

Start your journey towards success! We are currently accepting applications for a Hazardous Waste Specialist at NC National Guard of the North Carolina Department of Public Safety. This is a full-time position (40 hours per week) with State Benefits, including paid vacation, paid sick leave, paid holidays, retirement, and health insurance. As part of the NCARNG Construction & Facilities Management Office (CFMO) Environmental Team, serves as Hazardous Waste Specialist for the NC National Guard Environmental Program. Provide direct on-site and off-site technical support to assist the NCARNG with the management of existing wastes/materials and to provide disposal support at the USPFO warehouse, AASF#1 in Morrisville, and at NCARNG facilities throughout the State. Identify and inventory wastes and chemicals at the United States Property and Fiscal Office (USPFO) warehouse by National Stock Number (NSN) and quantity. Obtain Safety Data Sheets (SDS) for the Global Harmonizing System for chemical materials. Separate the waste and chemicals using chemical compatibility, classification and disposal method. Determine appropriate processing methods such as bulking solids and liquids and examining Petroleum, Oil, and Lubricants (POL) products and over-packing damaged containers. Characterize the wastes and chemicals and determine analytical requirements. Collect waste samples and submit to a laboratory for analysis. Determine appropriate disposal methods and prepare the wastes for disposal. Ensure that all waste containers are properly packaged, marked, and labeled. Prepare appropriate disposal documentation including Department of Defense (DD) Form 1348-1a, SDS, Waste Profile Sheets, and any analytical data. Transfer the waste disposal paperwork to Defense Logistics Agency (DLA) Disposition Services utilizing Hazardous Material Inventory Database System (HMIDS) and a paperwork filing system that will track all waste from 'Cradle to Grave'. Participate in the development of hazardous waste compliance assessment and evaluation instruments and strategies. Research, develop, and propose department environmental policy and regulations for hazardous waste. Administer and maintain the NCARNG environmental training plan for Large Quantity Generators which identifies all environmental training requirements, the specific jobs which require training, the training which meets the requirement and the process for reporting completion of training. Determine environmental training requirements for NCNG personnel and the specific training necessary to meet environmental requirements. Accompany Federal and State regulators on field inspections as needed, to provide assistance as a liaison and be the eyes and ears for the directorate. Take every opportunity to instruct the field in Environmental Awareness activities. Collaborate with other State Army National Guard and federal and state agencies sharing environmental compliance information. Prepare reports, studies, and documents for distribution, publication, and presentation at technical conferences, national associations, and workshops.

Requirements

  • Experience with scientific principles, physical sciences, and environmental programs.
  • Experience with environmental laws and regulations.
  • Experience with military operations and training procedures.
  • Experience with disaster scene response and recovery activities.
  • Bachelor's degree in agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum.

Nice To Haves

  • Working knowledge of departments within State Government and the NC National Guard.
  • 40 hour Hazwoper certification.
  • Technical training and extensive on-the-job hazardous waste experience.
  • Department of Defense Common Access Card (CAC).
  • Familiarity with Army/National Guard Organization and Military environment.
