About The Position

The Financial Administrator position is located in the United States District and Bankruptcy Courts for the District of Columbia Clerk's Office Administrative Services Division. This role involves professional and managerial work related to the supervision and oversight of all financial functions of the court, ensuring accuracy and completeness of financial data. The incumbent will manage the court's financial support systems, develop and implement financial management policies, and provide leadership and development for team members.

Requirements

  • Bachelor's degree from an accredited college or university in a field closely related to the subject matter of the position.
  • Minimum of two years of specialized experience at or equivalent to the next lower level for CL-27 or CL-28.
  • Progressively responsible experience in financial management and administration, including budgeting, accounting, auditing, or financial reporting.
  • Knowledge of rules, regulations, and terminology of financial administration, preferably in the Federal Judiciary.
  • Excellent interpersonal skills and ability to communicate effectively both verbally and in writing.
  • Strong organizational skills and ability to manage multiple tasks and stringent deadlines.

Nice To Haves

  • Accounting and/or finance experience in the Federal Judiciary.
  • CPA and/or CGFM certifications.
  • Prior supervisory or management experience.

Responsibilities

  • Manage and oversee day-to-day accounting operations of the court.
  • Assist with the formulation, evaluation, and implementation of policies, procedures, and protocols related to financial operations and budgetary execution.
  • Perform reviews to ensure compliance with the Guide to Judiciary Policy, internal controls, and generally accepted accounting principles.
  • Prepare documents to identify findings and develop written recommendations for changes.
  • Utilize financial systems such as JIFMS CCAM, JIFMS, eVoucher, JFinSys, JMS, and Infoweb.
  • Monitor Court Registry Investment System (CRIS) activity to ensure compliance with judicial orders.
  • Review updates to the Guide, Vol. 11 and make corresponding updates to the court's Internal Controls Manual.
  • Oversee and align resources to support the court during internal and external financial evaluations.
  • Serve as the liaison with judges, attorneys, Administrative Office staff, and other court units regarding financial operations.
  • Assist with the creation of programs to prevent errors and detect fraud.
  • Make recommendations for the overall improvement of the court's financial processes and systems.
  • Verify that expenditures are in accordance with the Judiciary's policies for proper disbursement.
  • Prepare and/or review and file all financial reports required by the AO.
  • Oversee the development and maintenance of general accounting procedures and other fiscal functions.
  • Analyze and interpret legislation, AO directives, court rules, and orders of the chief judge that impact financial management.
  • Perform projects of an analytical and administrative nature as requested by the Financial Director or Chief Deputy for Administration.
  • Supervise employees involved in financial activities, including assigning and reviewing work, evaluating performance, and recommending personnel actions.
  • Develop and conduct employee performance evaluations in concert with the Financial Director.
  • Assist with the development of work standards and plans for the Financial Department.
