The ideal candidate will have extensive experience with data integration technologies, ETL processes, APIs, and cloud-based solutions, with a strong understanding of Medicaid data structures and regulatory requirements. In this role, you will contribute to large-scale implementation projects—either directly leading the integration of technology platforms or supporting the project through oversight and governance in a PMO capacity.

  • Bachelor's degree from an accredited college or university
  • PMP certification from the Project Management Institute (PMI) or an equivalent project management certification
  • Bachelor's degree in Computer Science, Information Systems, Data Engineering, or a related field (Master's preferred)
  • 8+ years of experience in data integration, data architecture, or ETL development, with a focus on Medicaid Enterprise System (MES) implementations and state healthcare projects
  • Strong expertise in data integration platforms, including Informatica, MuleSoft, Talend, Boomi, or Apache NiFi
  • Experience with API development and management, including RESTful APIs, SOAP, and GraphQL
  • Proficiency in cloud-based data integration (AWS Glue, Azure Data Factory, Google Cloud Dataflow)
  • Hands-on experience with SQL, NoSQL databases, and big data technologies (Hadoop, Spark, Kafka)
  • Knowledge of FHIR, HL7, X12 EDI transactions, and other healthcare interoperability standards
  • Familiarity with Medicaid data structures, MMIS systems, and federal/state regulatory requirements
  • Strong problem-solving skills, attention to detail, and ability to work in a fast-paced environment

Nice To Haves

  • Certifications in data integration tools or cloud platforms (e.g., AWS Certified Data Analytics, Microsoft Azure Data Engineer)
  • Background in data governance, master data management (MDM), and data quality assurance
  • Project management skills, with experience working in Agile or PMO-driven environments

Responsibilities

  • Develop and implement enterprise-level data integration strategies to ensure efficient data flow across Medicaid and healthcare systems
  • Design and oversee the ETL (Extract, Transform, Load) processes, API frameworks, and data pipelines that enable real-time and batch data exchange
  • Define data architecture principles, standards, and best practices for system interoperability and scalability
  • Lead data integration efforts for system modernization, ensuring compatibility with Medicaid Enterprise Systems and regulatory compliance (HIPAA, FHIR, etc.)
  • Collaborate with cross-functional teams to align integration solutions with business needs and technical requirements
  • Provide technical oversight and governance in a PMO capacity, ensuring data-related project deliverables meet security, performance, and compliance standards
  • Evaluate and optimize existing data integration processes to enhance efficiency, reliability, and scalability
  • Stay current with emerging data integration technologies, including cloud platforms (AWS, Azure, GCP), middleware solutions, and AI-driven automation
  • Recommend and implement modern data integration tools, such as API gateways, streaming platforms, and master data management (MDM) systems
  • Define data governance frameworks, ensuring high data quality, security, and compliance across integrated platforms
  • Partner with business and IT leaders to identify data integration needs and drive alignment between enterprise architecture and operational goals
  • Work closely with state agencies, healthcare providers, and technology vendors to enhance data-sharing capabilities
  • Mentor and support internal teams in data integration best practices and troubleshooting methodologies
