About The Position

This position is for the St Paul District and is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce. The job is open for applications from January 7, 2025, to January 21, 2025. The salary range for this position is $80,609 - $125,606 per year, with a pay scale of GS 11 - 12. The position is permanent and full-time, located in Saint Paul, MN. Telework is eligible as determined by agency policy, and occasional overnight business travel may be required up to 10% of the time. Relocation expenses may be reimbursed according to agency policy.

Requirements

  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a valid state-issued driver's license.
  • Appointment may be subject to a suitability or fitness determination based on a completed background investigation.
  • This is an Army Acquisition and Technology Workforce Position in accordance with DoDI 5000.66 and Defense Acquisition Workforce Act (DAWIA) requirements.

Nice To Haves

Responsibilities

  • Provide Project Planning, Coordination, and Quality Assurance.
  • Lead a team of construction engineers, construction representatives, and contract construction inspector staff of up to 5 personnel.
  • Plan and make work assignments to employees and contract staff, communicating objectives to all supervised employees.
  • Coordinate layout and inspection, and review inspection reports to assure contract requirements are being met.
  • Perform Contracting Officer Representative responsibilities in accordance with authorization letter and Federal Acquisition Regulation requirements.
  • Initiate the Construction Quality Management (CQM) system on assigned contracts.
  • Verify that the contractor utilized the three-phase CQM system throughout the life of contracts.
  • Interpret plans and contract requirements pertaining to sequence of operations and general manner in which contractor work will be accomplished.
  • Oversee preparation of data for contract payment estimates and submission of necessary reports.
  • Prepare and/or coordinate the preparation of Independent Government Estimates for modifications in conformance with District policies and procedures.
  • Review contractor reports and Government quality assurance reports for accuracy and consistency.
