About The Position

The Planning & Development Review Manager will oversee the City of Portland's development review program, ensuring it is effective, efficient, and responsive to the needs of developers while being accountable to the public. This role involves managing a team of planners and technical staff, supervising the application process, and fostering relationships with stakeholders to promote orderly growth and quality of life in various districts of Portland.

Requirements

• Several years of planning experience.
• Master's degree in urban planning or a closely related field, or an equivalent combination of education and experience.
• Ability to understand, interpret, and implement technical, qualitative, and legal requirements within City codes.
• Familiarity with site design, civil engineering, natural resource protections, landscape architecture, urban design, subdivision law, shoreland zoning, stormwater management, and traffic engineering.
• Excellent organization and time management skills.

Nice To Haves

• AICP certification preferred.

Responsibilities

• Manage a staff of professional planners, technical staff, and consultants.
• Ensure an efficient application process for development review.
• Review applications and supervise planners.
• Manage Planning Board agendas and meetings.
• Track and analyze development review patterns.
• Report on development patterns to leadership.
• Oversee process improvements to enhance the development review experience.
