About The Position

The Chief Engineer Traffic Engineering manages the Traffic Engineering Division of the Transportation & Development Department. This role involves planning, managing, and overseeing engineering projects, operations, maintenance, and services. Responsibilities include allocating resources, supervising staff, recommending operating policies and procedures, and ensuring compliance with standards and regulations. The position requires independent decision-making and judgment in various functions essential to the daily operation of the Department. It is a senior management position that reports to the Director/Assistant Director of Transportation and Development.

Requirements

  • Master of Science Degree supplemented by six (6) years of experience in transportation engineering with three (3) years in a supervisory role; or
  • Bachelor of Science Degree supplemented by nine (9) years of experience in transportation engineering with four (4) years in a supervisory role.
  • Must be a licensed Professional Engineer in the State of Georgia or able to attain within six (6) months of employment.
  • Preferred candidate will hold a degree in Civil Engineering from an ABET-accredited college or university.
  • Must possess and maintain a valid Georgia driver's license.

Responsibilities

  • Provides direction to subordinate staff concerning the execution of projects and tasks; interprets policy, regulations, and codes.
  • Coordinates with county, state, regional, and federal entities to secure funding for improvement projects.
  • Supervises staff directly and through subordinate supervisors; establishes performance expectations and provides staff training and development.
  • Prepares and reviews project bid documents and annual contract documents; makes final recommendations for the award of bids.
  • Reviews reports submitted by subordinate supervisors; monitors and assesses the progress and work product of staff.
  • Responds to questions, complaints, and issues raised by the general public, contractors, and county officials.
  • Coordinates work functions and other requirements effectively with federal, state, and local agencies.
  • Assists with the identification, development, and justification of departmental capital and operating budgets.
  • Participates in the establishment and implementation of department policies and procedures.
  • Performs the most technical and complex tasks relative to the assigned area of responsibility.
  • Plans, manages, and directs all Traffic Engineering programs and services.
  • Analyzes and reviews traffic engineering requests; assesses and prioritizes traffic engineering projects.
  • Performs field reviews and evaluations of traffic signal construction and other major projects.
  • Directs manpower, equipment, and operations during emergency situations.
