About The Position

Salt Lake City is a thriving environment experiencing rapid growth and planning ahead for generational development. The City Council Office is seeking an experienced policy analyst, focusing on City budgeting and public policy. The analysts' work is critical to the Council's role in advancing the Council's priorities and reviewing and approving budget and policy recommendations from the Mayor. Under the direction of the Council Office Executive Director and Deputy Directors, this position performs complex analytical assignments involving policy development, budget analysis and review of municipal functions, operations, capital planning, economic development, housing, sustainability, transportation and public safety.

Requirements

  • A bachelor's degree in public administration, urban planning, accounting, business, or related field is required.
  • Four years of progressively responsible experience in budgeting, capital planning or public policy analysis.
  • Knowledge of state and local government processes, and community organizing/planning is recommended.
  • Ability to establish and maintain strong working relationships with all levels of staff and management in the public and private sectors.
  • Ability to communicate effectively both in writing and orally and demonstrate public presentation skills.
  • Spreadsheet, GIS software proficiency and data visualization skills a plus.

Nice To Haves

  • Master's degree in similar field(s) is a plus.
  • Bilingual proficiency in Spanish is welcome.

Responsibilities

  • Provides general information to the public and City Council Members related to municipal budgets, capital planning, and issues or budget prioritization related to providing City services.
  • Identifies, researches, and analyzes public policy proposals and legislation with an emphasis on budget and policy development, budget analysis and review of issues related to municipal functions, operations, capital planning, economic development, housing, sustainability, transportation and public safety.
  • Prepares staff reports for Council consideration that review policy implications and identify ties to policy directions/statements previously made by the City Council and/or the City.
  • Responds to Council Member requests for policy/program information, analysis, and proposals.
  • Assists Council Members and staff when addressing citizen concerns or requests for information relating to municipal budgets.
  • May serve as the Council staff contact on a variety of specific issues, such as any municipal service, infrastructure or development.
  • Performs a variety of staff duties to assist with the operation of the City Council Office.
  • Coordinates with other Council staff members on special assignments, including writing newsletter and legislative update articles.
  • Serves as Project Director or Council representative for specific projects as assigned by the Executive Director/ Deputy Directors.
  • May serve as the Council Office liaison to various Boards, Commissions, and Committees.
  • Develops and maintains ongoing working relationships with Administrative department representatives, stakeholders, outside organizations related to assigned areas of focus.

Benefits

  • Salary range of $100,000 to $125,000 based on qualifications and experience.
