About The Position

The Associate Manager - Federal Support Programs Analysis at the National Exchange Carrier Association (NECA) is responsible for analyzing federal support payment data, ensuring accuracy in financial reporting, and serving as a liaison between regional staff and the Universal Service Administrative Company (USAC). This role involves developing internal processes, reconciling payment files, investigating discrepancies, and providing analytical support to management.

Requirements

• 3 - 5 years in Data Analysis/Management
• Good working knowledge of SAS
• Customer Service experience
• Bachelor's degree in accounting, Statistics, Finance, or another Business-related field.

Responsibilities

• Assist in developing, implementing, and maintaining internal processes for analyzing large volumes of federal support payment data received from the Universal Service Administrative Company (USAC).
• Reconcile monthly federal support payment files for both preliminary and final data, ensuring accuracy of payment data files and transfer of data to mechanized systems to generate disbursement statements.
• Investigate and resolve payment discrepancies, maintaining supporting documentation for monthly payment files and any discrepancies or reconciliation issues.
• Communicate explanations for unusual payment adjustments or company-specific discrepancies to NECA's regional staff, serving as a liaison between region staff and USAC.
• Implement analysis activities necessary to monitor study area specific federal support payment data, including interpretation of the Federal Communication Commission's (FCC) rules as they apply to federal support programs.
• Provide ad hoc analyses to the Manager — Federal Support Program Analysis.
• Assist with User Acceptance Testing (UAT) to ensure payment data is generated accurately in the mechanized system.
• Perform special projects and other duties as assigned.
