The Project Controls Specialist III - EPCM Planner at Fluor Corporation is a pivotal role that encompasses a range of responsibilities focused on ensuring the effective management of project controls. This position is designed for individuals who are adept at performing project control activities and may also supervise the preparation of these activities for various projects or assignments. The role can either serve as the Control Team Leader on smaller projects, where the individual will provide direct supervision to a small team of Project Controls personnel, or as a Subject Matter Expert (SME) for the entire Project Controls Team within the Regional Office. In this capacity, the Project Controls Specialist will be responsible for developing Work Breakdown Structures (WBS) and Project Coding Structures that are essential for maintaining control and integrity of work as defined by the contract. The individual will also be tasked with creating fully integrated engineering, procurement, and construction (EPC) schedules and cost control programs. A critical aspect of this role involves recommending solutions or recovery plans in response to any schedule or cost impacts or delays that may arise during the project lifecycle. As a Cost Specialist, the individual will develop and analyze the Project Margin Analysis Report (PMAR), which is crucial for understanding the financial health of the project. The role requires a thorough analysis of variances in cost and schedule performance against the established plan, along with effective communication of the reasons for these variances and proposed mitigation plans to Project Management. Additionally, the Cost Specialist will coordinate the development of estimates in collaboration with the Project Estimator, ensuring that all financial aspects of the project are accurately represented and managed. Other duties may be assigned as necessary, reflecting the dynamic nature of project controls in the engineering and construction industry.
