About The Position

The Youth & Family Development Associate position is within the EMS Wraparound Program, under the Department of Youth & Community Wellness. This is a regular full-time, non-exempt role with an hourly rate of $23. The position is located at Palomar College in North County San Diego and operates Monday through Friday from 9 a.m. to 5:30 p.m., with potential schedule variations to meet program and participant needs. The program aims to provide Transitional Age Youth (TAY) with supportive services including case management, monthly stipends, one-time equipment purchases, and barrier reduction support to encourage engagement and successful completion of the EMS Corps Education and Training Program. This role specifically supports the EMS Corps North County/Palomar College cohort, assisting participants in obtaining EMT certification and transitioning into full-time employment in the EMS workforce.

Requirements

  • Bachelor’s degree in social science, psychology, criminal justice, or related field OR a minimum of 4 years related experience providing direct service to justice or child welfare involved youth (18 to 26 years of age) as an equivalency.
  • A minimum of 1 – 2 years of program experience working with special populations of youth (homeless, foster care, justice involved) and provision of direct services.
  • Excellent time management, organization, and problem-solving skills.
  • Experience empowering and challenging individuals to meet goals and holding them accountable.
  • Ability to establish authentic relationships and work in a team environment to meet team and company goals.
  • Ability to work with, maintain and exercise discretion in handling confidential information (medical, financial, personal).
  • Ability to engage others easily, maintain an empathetic stance, and de-escalate challenging situations.
  • Must be computer literate, as well as have familiarity with personal computers.
  • Demonstrate initiative, resourcefulness, and problem-solving skills.
  • Demonstrates innovation and creativity with an interest in creating programming and services tailored to the needs of a unique population.
  • Ability to work with a diverse population, possess cultural sensitivity, and maintain appropriate boundaries with clients.

Responsibilities

  • Under the supervision of the Program Coordinator, the Case Manager is the primary point of contact, with the goal of creating an authentic relationship with program youth.
  • Build trust and understanding with the youth by creating individualized service plans and meeting with them several times a week at school, home, or in their community to ensure they stay on track.
  • Equip the youth with the resources and stability to successfully complete their training, obtain certification, and secure employment.
  • Work as part of the youth support team, including the Life Coach and Educators, to remove barriers and increase the likelihood of successful program completion.
  • Perform outreach and recruitment of eligible applicants by providing program presentations and meetings with agencies and entities serving the population.
  • Collaborate with other partners and staff to support youth’s successful completion of EMS training.
  • Maintain regular communication with assigned students at key points in the semester, including reminders about important dates, upcoming events, and processes.
  • Ensure youth are supported for a minimum of 3 months post-graduation to help them navigate the challenges of a new job.
  • Develop strength-based, assessment-driven, individualized service plans for each participant.
  • Provide participants with quality trauma-informed case management services, including follow-up and referrals to other support agencies.
  • Conduct job searches for all clients and provide one-on-one job counseling.
  • Collaborate with multiple professionals (e.g., job navigator, reentry specialist, and Probation).
  • Provide safe, secure transportation to clients for basic needs items and appointments.
  • Provide crisis intervention to clients as needed.
  • Develop and maintain contacts with employers to obtain job leads upon graduation.
  • Support youth in academic success by educating them on study habits, ensuring attendance, and identifying academic supports, including tutoring.
  • Coordinate job interviews with employers and participants.
  • Attend all agency required meetings and training.
  • Perform other duties as assigned.
