About the position

The Water Utility Specialist position is a promotional role open exclusively to current City of Whittier employees. This position involves overseeing the testing and monitoring of water distribution and treatment systems, managing leak detection programs, and ensuring compliance with safety and operational standards. The specialist will also coordinate water meter activities, assist in staff training, and maintain effective communication with various stakeholders.

Responsibilities

  • Perform testing and monitoring of water distribution and treatment systems.
  • Administer underground utility marking and field leak detection programs.
  • Assist in the development of system standard plans and specifications.
  • Inspect, test, and repair backflow prevention devices.
  • Direct and coordinate water meter reading, installation, and repair activities.
  • Plan and assign work for personnel and assist in scheduling.
  • Compile reports and maintain records regarding water sampling and testing.
  • Interact with public utility representatives and contractors to inspect completed work.
  • Oversee preventative maintenance programs for water distribution systems.
  • Respond to customer inquiries regarding water quality.

Requirements

  • High school diploma or equivalent.
  • Three years of responsible journey-level work experience in water distribution and production systems.
  • Valid class B California driver's license.
  • DL 51A health certification and necessary endorsements for City vehicles.
  • Grade III Water Distribution Certificate and Grade II Water Treatment Certificate from the California State Water Resources Control Board.
  • Ability to obtain a Cross Connection Control Specialist Certificate within two years.

Nice-to-haves

  • Experience in a lead or supervisory role in water utility operations.
  • Knowledge of applicable Federal, State, and local laws and regulations regarding water systems.
