About the position

The County is seeking a positive and upbeat professional to collaboratively take the lead in coordinating, organizing, and managing the project development program for the Transportation Operations, Planning & Engineering Section within the Transportation Division of the Public Works Department. This position is crucial for ensuring the effective management of various transportation projects, including arterial, collector, and complete streets roadways, as well as sidewalks, intersections, and multi-use trails. The role requires a high degree of collaboration, organizational skills, and a solid understanding of project development processes, alternatives assessments, and design principles. The successful candidate will lead teams, manage Capital Improvement Program (CIP) projects, assist in developing programs, and coordinate activities both within the Transportation Operations, Planning & Engineering Section and with external stakeholders, including other engineering and transportation planning sections, the County planning department, and Forward Pinellas. The primary responsibilities of this position include project development coordination, CIP program planning assistance, and the management of in-house and consultant Preliminary Engineering Report (PER) Studies, Project Development and Environmental (PD&E) Studies, and other planning studies. The role also involves developing agreements, managing schedules and budgets, and delivering Plans, Specifications, & Estimates (PS&E) packages for construction. The position may allow for some remote work after successful completion of training, providing flexibility in the work environment. The ideal candidate will possess strong project management skills and the ability to effectively communicate and coordinate with various stakeholders to ensure the successful delivery of transportation projects.

Responsibilities

  • Coordinate, organize, and manage the project development program for the Transportation Operations, Planning & Engineering Section.
  • Lead project development studies and assist in programming future design CIP projects.
  • Manage in-house and consultant design CIP transportation projects.
  • Monitor and develop schedules and budgets for transportation projects.
  • Deliver Plans, Specifications, & Estimates (PS&E) packages for construction.
  • Develop and process agreements related to transportation projects.
  • Assist with jurisdictional determination and project management of Capital Improvement Program projects.
  • Coordinate with Forward Pinellas and other departments on project development and planning.

Requirements

  • 8 years of directly related professional experience in Transportation planning or design, including 1 year in a lead worker or supervisory role.
  • Associate degree in transportation, engineering, planning, or related field with 6 years of relevant experience.
  • Bachelor's degree with 4 years of relevant experience.
  • Florida Driver's License is required.
  • Ability to work in special, emergency, and/or disaster situations.

  • Extensive knowledge of the project development process.

  • Project management skills and knowledge of CIP processes and procedures.
  • Knowledge of project/program budgeting and scheduling.
  • Familiarity with PS&E procedures and processes.
  • Knowledge of land and easement acquisition and agreement development.
  • AICP certification.
