The position involves acting as a Project Engineer on multiple construction projects, ensuring compliance with plans and specifications for both state and federal projects. The role requires studying and accurately interpreting plans, contract documents, specifications, permits, etc., to ensure projects adhere to requirements. The Project Engineer will prepare, complete, and maintain all forms, checklists, and spreadsheets associated with the work inspected, and will plan and perform inspection work in all phases of highway and bridge construction projects. This includes conducting sampling and field testing on projects, taking and submitting samples and certifications to the laboratory for testing, and acquiring and maintaining required field testing certifications. The engineer will also review sampling and testing requirements to ensure adequate samples have been obtained and logs are updated to represent the materials used during construction per SCDOT requirements. Additionally, the role involves maintaining and entering accurate notes and quantities into SCDOT systems, preparing daily diaries, weekly and monthly reports, and assisting in preparing monthly and final construction estimates, change orders, pre-construction conferences, and final as-built plans and other documents for project closeout. The position requires performing computer work as necessary to perform these assigned tasks and miscellaneous tasks including day and night time traffic control inspections, erosion control inspections, EEO and DBE interviews and reporting, etc., to ensure the project complies with all SCDOT and regulatory requirements. The Project Engineer will assist the survey party chief and perform duties in a survey party for project quality control verification, including the operation of various surveying instruments. Coordination with utilities on utility work and relocations is also part of the job, along with maintaining utility diaries on complex projects and coordinating utility relocation work with contractors and project plans. The engineer will meet with the general public and contractor personnel, addressing complaints in a thorough and timely manner, and performing other related duties as assigned.
