About The Position

The Technical Support Manager (TSM) will provide system Deficiency Records Management Support and requires a Security+ certification. The role involves experience in USCG Shipyard operations and providing TSM System and Electronic Trial Card (ETC) system overviews using the TSM user guide to various personnel, including USN Board of Inspection and Survey (INSURV) team members and shipbuilder personnel. The TSM will support tracking deficiency records and processes, develop and maintain ship-unique data, assist personnel in managing deficiency records, and aid in the preparation of technical briefings, assessments, audits, and milestone reviews. This includes preparing weekly program management reports and technical/financial metric status reports. The TSM will also provide trial card status reports, metrics, and progress on deficiency correction post-trials, support ETC creation during pre-trial production inspection and test cycles, and transfer data between different systems. Assistance will be provided for the creation of new trial cards, pre-screening, and screening activities. The TSM will also help with tracking, defect coding, and technical assistance on trial cards. A deployable mini-local area network for sea trials, consisting of up to twenty laptops and associated network infrastructure, must be maintained. The TSM will respond to USN INSURV trial card database requests and attend relevant meetings and program reviews.

Requirements

  • TSM System and Electronic Trial Card (ETC) system overview using the TSM user guide to cover basic user functions to the personnel, USN Board of Inspection and Survey (INSURV) team members, and shipbuilder personnel.
  • Bachelor’s degree or 6 or more years’ experience in Technical Support Management (TSM) upgrade and testing support.
  • Proficient in the use of the Government TSM system and the ETC tool.
  • Expertise in Microsoft Office suite applications.
  • Knowledge of ship construction deficiency records management process.
  • Bachelor’s degree or at least 5 years of relevant experience in Project Management.
  • At least 4 years of experience in a project management role.
  • Knowledge of ship construction.

Responsibilities

  • Support tracking deficiency records and processes including Surveillance (Product Verification/Procedure Review), Test Witnessing, Compartment Completion Inspection, Corrective Action Requests (CAR), Trial Cards, and Project Management records.
  • Develop and maintain ship unique data and database for customer deficiency record input into the ETC tool and TSM system.
  • Assist personnel in maintaining and updating the status of deficiency records from creation through closure in the ETC tool and TSM system.
  • Assist the customer in the preparation of technical briefings, assessments, audits and milestone reviews.
  • Utilize available programs, tools, and data sources; assist in the preparation of weekly program management reports, program technical and financial metric status reports, and other reports.
  • Provide trial card status reports, through metrics, and progress the correction of deficiencies post-trials; in support of dock side and at-sea portions of trials.
  • Maintain the ability to provide ETC creation during pre-trial production inspection and test cycles.
  • Maintain the ability to transfer current cutter ETC tool pre-trial deficiencies (1 List), Quality CARs, and prior cutter(s) rollover trial card data into the TSM system.
  • Assist the customer and INSURV personnel with the creation of new trial cards using the ETC tool.
  • Assist OPC PRO personnel with pre-screening and screening activities before, during and post trials.
  • Assist the customer with the tracking, defect coding, and other applicable technical assistance on all trial cards from the ETC tool creation, through closure in the TSM system.
  • Maintain a deployable mini-local area network for sea trials consisting of a maximum of twenty (20) laptops and associated network infrastructure to support dock side and at-sea portions of trials to record deficiencies in the TSM system.
  • Respond to USN INSURV trial card database requests pre, during, and post trials.
  • Attend meetings in relation to assigned tasks as instructed by the COR.
  • Attend, and support program reviews as assigned.
