About The Position

As a Technical Documentation Specialist, you will support a federal agency as they replace a legacy financial system with a modern SaaS platform. In this role, you will analyze system requirements and ensure that configurations, data structures, and operational procedures are thoroughly documented. Your work will provide the essential clarity that developers, financial analysts, and agency leadership need to ensure a smooth system transition.

Requirements

  • U.S. Citizenship (dual citizens not eligible)
  • Bachelor’s Degree from an accredited college or university
  • 5+ years of experience blending business/systems analysis (requirements gathering, process mapping) with advanced technical writing (system architecture designs, configuration plans).
  • Proven track record documenting the replacement or upgrade of legacy enterprise applications within modern software environments (ideally Agile/DevOps frameworks).
  • Demonstrated ability to create and manage formal data dictionaries, map data elements, and draft functional test scripts to support QA processes.
  • Exceptional skill in translating intricate financial or technical system impacts into clear, accessible terms for both technical developers and non-technical senior leadership.

Nice To Haves

  • Experience with federal financial management systems, federal accounting principles (e.g., USSGL), or specific platforms like Momentum Financials or Microsoft Dynamics 365.
  • Experience documenting applications hosted on FedRAMP-certified SaaS environments or documenting complex legacy data migrations.

Responsibilities

  • Translate complex business needs and federal accounting policies into formal functional requirements, configuration plans, and Detailed Architecture Design Documents (DADD) to guide a smooth SaaS implementation.
  • Establish a standardized baseline by developing and managing data dictionaries, process maps, and formal test scripts to investigate and resolve data discrepancies across interconnected systems.
  • Act as the vital link between accountants, developers, and IT leadership, turning dense technical configurations into clear, executive-ready presentations and briefings.
  • Author the comprehensive Standard Operating Procedures (SOPs), user guides, and training materials that empower federal staff and ensure seamless post-launch adoption.
