About the position

The Texas Division of Emergency Management (TDEM) is an emergency response entity; this status can affect working hours, travel needs, and changes in duties as needed. The TDEM Emergency Management (EM) Academy Instructor II, under general direction, will assist in developing, designing, and delivering various courses and exercises related to all phases of emergency management. The TDEM EM Academy Instructor II will utilize extensive knowledge of adult learning theories and learning styles to help maximize learner success and ensure the overall effectiveness of the course instruction. The TDEM EM Academy Instructor II will utilize all avenues of adult instruction to present and teach course material relevant to the TDEM EM Academy. In addition, this position will facilitate the updating and revising of courses in the curriculum development process and review new instructional materials, as requested. The TDEM EM Academy Instructor II will assist in the supervisory duties for Academy participants and other instructors as may be assigned. The TDEM EM Academy Instructor II will maintain records, reports, and documentation of learning activities during each course or exercise delivery. This position reports to the Academy Training Coordinator. Salary is a fixed rate and is non-negotiable.

Responsibilities

  • Instructs courses and/or provides technical assistance for the TDEM EM Academy.
  • Prepares training material and/or equipment prior to the course and ensures classrooms are prepared in advance for participants.
  • Supports the design, development, and delivery of training, exercises, learning activities, and/or simulation environments in the TDEM EM Academy.
  • Provides support to EM Academy leadership in the development and maintenance of academy courses, policies, and procedures and assists in the supervision of TDEM EM Academy Cadets.
  • Maintains course attendance and discipline of TDEM EM Academy cadets in conjunction with the assigned Academy Coordinator, EM Academy, and/or Division Chief, EM Academy.
  • Coordinates course assignments in support of upcoming course deliveries. Completes timely reports and other related documentation following course completion.
  • Facilitates and monitors activities of assigned instructors during course delivery to ensure course objectives are met.
  • Conducts specific and/or ongoing evaluation actions for assigned training activities and related learning events, using evaluation instruments, observations, examinations, and questionnaires, and is responsible for assessing the subsequent impact upon participant needs.
  • Complies with state and federal laws/codes and Texas A&M University System/TDEM Policies and Procedures.
  • All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
  • Acts and wears appropriate professional attire or dress code as appropriate and represents agency in a positive light.
  • May be required to deploy during a state disaster.
  • May be required to instruct in other parts of the state.
  • Ability to travel (25%).
  • Face-to-face and person-to-person interactions are required.
  • Maintains regular attendance during authorized work schedule and works extended hours when needed.

Requirements

  • Bachelor's degree in related field from an accredited four-year college or university or equivalent combination of education and experience.
  • Three (3) years of experience with emergency management operations or related field to include emergency management preparedness, response, mitigation, and recovery, including two (2) years of adult education and/or training.
  • One (1) year of supervisory experience.

Nice-to-haves

  • Bachelor's degree from an accredited college or university.
  • Certification in any of the following areas: Emergency Management Professional Development Series, Emergency Management Advanced Professional Series, National Emergency Management Basic Academy (NEMBA), COOP Practitioner Level I.
  • Emergency Medical Technician Basic Certification.
  • G-141: Instructional Presentation and Evaluation Skills, Fire Instructor II, or equivalent.
  • Completion of IS 100, IS 200, IS 700, IS 800, ICS 300 and ICS 400.
