About the position

As a Supervisory Management & Program Analyst at the Department of the Navy, you will play a crucial role in the Headquarters Operations and Commander of Troops (N0lB) within the Bureau of Medicine and Surgery (BUMED). This position is designed for a leader who can provide management and staff coordination for BUMED Headquarters' operations. You will be responsible for leading a team in the planning, management, and coordination of strategic and tactical projects, ensuring that senior leadership is kept informed through initiative and project status reports. Your oversight will extend to strategic resource planning and budget decisions, where you will direct and coordinate administrative and operational programs to meet mission requirements effectively. In this role, you will manage and execute internal business management processes, ensuring that senior leadership is aware of emerging developments. You will also oversee corporate communications, ensuring that the workforce is informed about Navy Medicine priorities, organizational programs, initiatives, requirements, training, and other opportunities. Additionally, you will manage the quality assurance of all Fitness Reports operations and coordinate with stakeholders to ensure timely preparation, completion, and submission of all Enlisted Performance Evaluations and Officer Fitness Reports for members attached to the command. Your responsibilities will include reviewing and making decisions on work products, addressing concerns, issues, or problems presented by federal civilians, military, or contract personnel. You will also oversee the planning, development, and execution of current year Headquarters expenditures and future budgets to support mission objectives and accomplish strategic goals. This position requires a strong background in military and Navy Medicine program management, administration, and operations, along with the ability to analyze and resolve complex operational and program management problems.

Responsibilities

  • Provide leadership, management, and staff coordination for BUMED Headquarters' operations.
  • Lead staff in the planning, management, and coordination of strategic and tactical projects.
  • Provide initiative and project status reports to senior leadership.
  • Oversee strategic resource planning and budget decisions.
  • Direct and coordinate administrative and operational programs and projects to meet mission requirements.
  • Manage and execute internal business management processes for the organization.
  • Ensure senior leadership is kept abreast of emerging developments.
  • Manage corporate communications to ensure workforce awareness of Navy Medicine priorities and organizational programs.
  • Manage, oversee, and quality assure all Fitness Reports operations.
  • Coordinate with stakeholders to ensure timely preparation, completion, and submission of all Enlisted Performance Evaluations and Officer Fitness Reports.
  • Review and make decisions on work products, including work center concerns, issues, or problems presented by federal civilians, military, or contract personnel.
  • Oversee the planning, development, and execution of current year Headquarters expenditures and future Headquarters budgets.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private or public sector.
  • Experience applying military and Navy Medicine program management, administration, and operations.
  • Experience developing and originating new and improved methods, procedures, systems, and techniques to provide guidance and direction effectively and efficiently to a diverse group of professionals and stakeholders.
  • Experience analyzing and resolving extensive complex operational and program management problems.
  • Experience working with budgetary processes, personnel regulations, contract regulations, and resource allocation policies and procedures.
  • Experience utilizing strategic and tactical planning, critical thinking, and analytical skills to propose innovative solutions and implement change.
