About the position

The Supervisory Management and Program Analyst position within the Taxpayer Services Division of the Department of the Treasury is a critical role that involves overseeing and managing a team of employees to ensure the effective delivery of taxpayer services. As a Front Line Manager, you will be responsible for planning and organizing work to be accomplished by your subordinates, setting and adjusting short-term priorities, and preparing schedules for the completion of work. This position requires a strong focus on leadership, as you will assign work based on priorities and the capabilities of your team members, evaluate their performance, and provide guidance and support to help them succeed in their roles. In this role, you will also be tasked with interviewing candidates for positions within your unit, making recommendations for appointments, promotions, or reassignments, and addressing employee complaints and grievances. You will have the authority to implement minor disciplinary measures and recommend more serious actions when necessary. Identifying the developmental and training needs of your employees is essential, and you will be responsible for providing or arranging the necessary training to enhance their skills and performance. Additionally, you will be expected to initiate improvements in production and work processes to increase the quality of the services provided. This position is not only about managing people but also about ensuring that the technical aspects of the programs are effectively planned, developed, and implemented. You will apply your management techniques and leadership skills to achieve program objectives while maintaining a high level of customer service and satisfaction.

Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities and the capabilities of employees.
  • Evaluate work performance of subordinates and make recommendations for performance recognition or disciplinary action.
  • Provide advice, counsel, or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointments, promotions, or reassignments.
  • Resolve complaints from employees and refer grievances as necessary.
  • Effect minor disciplinary measures and recommend actions in more serious cases.
  • Identify developmental and training needs of employees and arrange for necessary training.
  • Initiate ways to improve production and work processes.

Requirements

  • One year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service.
  • Demonstrated management/leadership experience applying management techniques, methods, theories, principles, or labor relations concepts for program objectives.
  • Experience managing resources, providing support to managers, mentoring team members, and overseeing peers or others.
  • Experience applying regulations and official guidance to oversee planning and implementation of technical programs.
  • Effective communication skills to interact with internal and external customers.

Nice-to-haves

  • Experience in project/program management or as a team lead.
  • Knowledge of IRS policies and procedures related to taxpayer services.
  • Familiarity with business process improvement methodologies.
