About the position

The Supervisory Management and Program Analyst position within the Equity, Diversity, and Inclusion Division of the Department of the Treasury is a critical role that involves overseeing and managing a team dedicated to promoting diversity and inclusion within the agency. As a Front Line Manager, you will be responsible for planning and executing work assignments, setting priorities, and preparing schedules to ensure timely completion of tasks. This position requires a strong focus on evaluating the performance of subordinates, providing guidance, and making recommendations for recognition or disciplinary actions as necessary. You will also play a key role in the recruitment process, interviewing candidates, and making recommendations for appointments, promotions, or reassignments. In addition to managing day-to-day operations, you will be tasked with identifying the developmental and training needs of your team members, facilitating their professional growth, and implementing strategies to improve productivity and work quality. This role demands a proactive approach to resolving employee complaints and grievances, ensuring a harmonious work environment. You will also be expected to apply your expertise in management techniques and labor relations to optimize the use of personnel and resources, aligning with the agency's strategic goals and objectives. The position is telework eligible, but employees must meet specific IRS telework eligibility requirements. Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities and the capabilities of employees.
  • Evaluate work performance of subordinates and make recommendations for outstanding performance recognition and/or disciplinary action.
  • Provide advice, counsel, or instruction to employees on work and administrative matters.
  • Interview candidates for positions within the organization/unit and recommend appointment, promotion, or reassignment to such positions.
  • Hear and resolve complaints from employees, referring group grievances and/or more serious unresolved complaints as appropriate.
  • Effect minor disciplinary measures, such as warnings and reprimands, and recommend other actions in more serious cases.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.
  • Initiate ways to improve production, work processes, and/or increase the quality of the work directed.

Requirements

  • One year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service.
  • Experience demonstrating management/leadership skills, including applying management techniques, methods, theories, principles, or labor relations concepts for program objectives.
  • Experience applying regulations and principles to oversee the planning, development, and implementation of technical aspects of programs.
  • Experience using communicative techniques to effectively interact with internal and external customers.
  • Experience applying and working with EDI's policies, practices, procedures, and programs to provide guidance and leadership in program analyses and assessments.
  • Experience conducting studies and analyses of major programs in a complex organizational setting to ensure quality and workflow.

Nice-to-haves

  • Experience in project/program management or as a team lead.
