About the position

The Supervisory Management and Program Analyst position within the Equity, Diversity, and Inclusion Division at the Department of the Treasury is a critical role that involves overseeing and managing a team dedicated to enhancing diversity and inclusion within the agency. As a Front Line Manager, you will be responsible for planning and executing work assignments, setting priorities, and preparing schedules to ensure timely completion of tasks. This position requires a strong focus on evaluating the performance of subordinates, providing guidance, and making recommendations for recognition or disciplinary actions as necessary. You will also play a key role in the recruitment process, interviewing candidates, and making recommendations for appointments, promotions, or reassignments. In addition to managing day-to-day operations, you will be tasked with identifying the developmental and training needs of your team members, facilitating their professional growth, and implementing strategies to improve productivity and work quality. Your role will also involve addressing employee complaints and grievances, ensuring a harmonious work environment, and taking appropriate disciplinary measures when required. This position is not only about managing people but also about leading initiatives that align with the agency's strategic goals and objectives, particularly in the realm of equity, diversity, and inclusion. The ideal candidate will possess a blend of managerial skills and technical competence, with experience in applying management techniques and principles to achieve program objectives. You will be expected to demonstrate effective communication skills, both in interacting with internal and external stakeholders and in providing clear guidance to your team. This role is pivotal in ensuring that the agency's programs and policies reflect a long-term commitment to diversity and inclusion, and it requires a proactive approach to assessing and improving work processes and outcomes.

Responsibilities

  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assign work to subordinates based on priorities and the capabilities of employees.
  • Evaluate work performance of subordinates and make recommendations for recognition or disciplinary action.
  • Provide advice, counsel, or instruction to employees on work and administrative matters.
  • Interview candidates for positions and recommend appointments, promotions, or reassignments.
  • Resolve complaints from employees and refer grievances as appropriate.
  • Effect minor disciplinary measures and recommend actions in more serious cases.
  • Identify developmental and training needs of employees and arrange for necessary training.
  • Initiate improvements in production, work processes, and quality of work.

Requirements

  • One year of specialized experience at a level equivalent to the next lower level in the Federal service, demonstrating required managerial skills and technical competence.
  • Experience in applying management techniques, methods, and principles for program objectives with technical and administrative oversight.
  • Experience in managing resources, mentoring team members, and providing day-to-day guidance and training.
  • Experience in applying regulations and principles to oversee planning, development, and implementation of programs.
  • Experience in using communicative techniques to interact effectively with internal and external customers.

Nice-to-haves

  • Experience with the mission of the IRS and principles of the Federal Equal Employment Opportunity (EEO) and Diversity Program concepts.
  • Familiarity with conducting studies and analyses of major programs in complex organizational settings.
  • Understanding of the Federal personnel management system, including grievances and labor relations.
