About the position

The Supervisory Attorney-Advisor (General) position at the Department of Homeland Security (DHS) involves serving as the Assistant General Counsel for Research and Development (R&D) Acquisition. The role primarily focuses on providing legal advice related to government procurement, including contract administration and dispute resolution, while supervising a team of acquisition attorneys. The position is critical in supporting the Science and Technology Directorate (S&T) in its mission to drive innovation and technology development for DHS's operational units.

Responsibilities

• Provide legal advice to contracting officers, program managers, and senior officials on R&D contracting processes.
• Advise on issues related to R&D contracts and grants, including intellectual property rights and fiscal law.
• Represent S&T in claims, bid protests, and contract appeals before relevant boards and courts.
• Conduct legal research and generate authoritative legal opinions on complex issues.
• Supervise and manage a team of acquisition attorneys.

Requirements

• Must be a U.S. citizen.
• Active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia.
• Graduate of a law school accredited by the American Bar Association.
• At least three years of specialized legal experience related to government procurement issues.
• At least five years of experience as a practicing attorney is desired.
• At least two years of supervisory experience is desired.

• Experience with R&D centric solicitation and award instruments such as Other Transaction Agreements and Small Business Innovation Research Program.
