About The Position

This position holds a higher level of supervisory responsibility within the School Police Department's chain of command. It requires advanced knowledge of law enforcement techniques, methods, and principles, gained through specialized training, education, or experience. The role involves directing subordinates by planning, organizing, and coordinating work with internal and external stakeholders. A key aspect of this position is the ability to understand human behavior and factors influencing behavioral changes, particularly with youth and adults in a school environment. The position demands autonomy and sound judgment in determining procedures and standards. Police lieutenants are essential employees responsible for responding to situations 24/7 and are expected to initiate and apply procedures based on policy and experience. The work environment can include offices, schools, or field work, and may involve hazardous situations. Diverse supervisory responsibilities may include command of the civilian staffed communications center, civilian clerical support staff, police recruiting, equipment acquisition and distribution, Police Sergeants, Police School Safety Officers, Night Patrol Officers, Background Investigators, Criminal Investigators, School Safety Assistants, and other areas as assigned by the Executive Director of School Police.

Requirements

  • Current State of Florida Criminal Justice Standards and Training Commission Certificate as a Law Enforcement Officer.
  • If bachelor’s degree is held, 4 years of police supervisory experience is required.
  • If no degree is held, Ten (10) years of successful (sworn) supervisory experience in a law enforcement agency.
  • Knowledge of modern school police administration concepts, functions, principles, practices, and procedures
  • Knowledge of local, state, and federal laws and case decisions related to school security
  • Knowledge of the laws and safety recommendations from the Marjory Stone Douglas High School Safety Act
  • Knowledge of processes for managing School Safety Officers, Safety Assistants, and training in the area of de-escalation techniques for students with development or intellectual deficiencies.
  • Knowledge of current personnel management practices and procedures related to selection, training, career development, scheduling, discipline, and performance evaluation
  • Knowledge of complex research and reporting methods

Nice To Haves

  • Bachelor’s degree from an accredited college or university preferred.
  • Graduation from the Southern Police Institute’s Command Officers Development Course or Administrative Officers Course, Northwestern University’s School of Police Staff and Command or the FBS’s National Academy preferred.

Responsibilities

  • Recruits, processes, approves, and makes hiring decisions for new School Safety Officers, School Safety Assistants, and civilian employees.
  • Supervises, coaches, and trains various groups of employees, conducts performance appraisals for employees under their command, makes employment and discipline recommendations, and coordinates work assignments.
  • May serve as the Commanding Officer for School Safety Officers, School Safety Assistants, Background Investigator, Criminal Investigators, Night Patrol personnel, Communications Center personnel, or other civilian personnel.
  • Coordinates the delivery of training to School Safety Officers, School Safety Assistants, and other personnel as appropriate to meet Florida Department of Education standards, or other required training certification.
  • Assists the Executive Director of Police, or Assistant Police Chief with administrative functions as required such as collaboration with Principals when concerns arise in schools, coordinates with other law enforcement agencies in the county to ensure our schools are as safe as possible, researches the implications of new legislation on departmental procedures, attends school community meetings after hours, revises agency policy to remain compliance with current law, and serves as trainers to ensure the mission is clearly explained to personnel.
  • Coordinates all police security associated with significant school special events, such as sporting events, major community events, or other district events conducted on school grounds.
  • Works with the Jacksonville Sheriff’s Office to ensure all elementary schools are staffed with at least one police officer each school day, bell-to-bell.
  • Serves as one of the District’s alternate in the City of Jacksonville EOC during declared emergencies. Works with the EOC staff to develop emergency plans, and contingencies for school emergency shelter operations.
  • Coordinates with all school Principals each year to facilitate the completion of the Florida Safe School Assessment Tool (FSSAT), coordinates with JSO, other county Law Enforcement Agencies, and JFRD to schedule school safety tours at each school as required for completion of the FSSAT.
  • Manages the alert notification for the FortifyFL, and First Coast Crime Stoppers 24/7, ensuring that all school threats are appropriately addressed and mitigated, and appropriate staff notifications are made.
  • Serves in the weekly 24/7, Command Staff on-call status to ensure that at all times a high level command person is available, particular after-hours and on weekends.
  • Remains proficient in knowledge of Behavioral Threats Assessment Teams, Monthly Emergency Drill Requirements, and Student Environmental Safety Incident Reporting (SESIR), and serves as liaison with other internal stakeholders for compliance in this area.
  • Performs duties as required to maintain the vehicle fleet, department equipment inventories, including coordination with outside vendors, and making recommendations to the Director of Police.
  • Performs other duties as assigned.
