About The Position

Join an organization that values it's community and employees! The purpose of this position is to supervise and provide training to staff. Check for understanding by Quality Assurance and provide continuous feedback to staff. Perform annual performance reviews. Evaluate employee performance and make recommendations for promotions, transfers, or terminations. Monitor status of projects and troubleshoot problems. Other duties include creating schedules, communicating updates and changes, providing conflict resolution, interviewing, and hiring new staff, upholding district and department policies and procedures. Improve procedures and job efficiency by evaluating work methods and making suggestions. Assist other division sections as needed.

Requirements

  • Bachelor’s Degree preferred OR related work experience
  • Must successfully complete TD; LR approved courses 101, 102, 4 and 7 within 2 years of employment.
  • 1-3 years’ supervisory experience preferred
  • 3+ years of operational experience with property taxation in a job involving heavy public contact
  • Position requires use of personal vehicle.
  • A valid Texas driver’s license with proof of liability insurance is mandatory with a verified acceptable driving record.

  • Plan, coordinate, assign, prioritize, supervise, and implement activities of direct reports within various real property divisions.

  • Prepare and conduct required performance evaluations.
  • Track production on the staff’s assigned tasks on a daily basis and report production to management on a weekly or daily basis depending on amount of department activity.

  • Select, train, counsel, discipline and delegate daily assignments to section staff.
  • Assist in achieving department goals and projects and communicate values, strategies and objectives and assigned responsibilities.
  • Serve property owners or their representatives, and general public by providing technical, clerical and administrative assistance to property owners regarding all aspects of the property tax system.

  • Convey facts to situations clearly and concisely.
  • Provide support for division director and monitor group projects/responsibilities for strict compliance with HCAD's time sensitive, policies and procedures.
  • Prepare and conduct employee continuous feedback and end of year performance evaluations, including staff career development.
  • Communicate procedures and important deadlines for action to both property owners and HCAD personnel.
  • Assist with preparation of technical reports and manuals.
  • Operate PC with HCAD’s various computer systems (i.e. STI, AVS, HITS, MTS, ACTS, CAMA, etc.).
  • Research and retrieve HCAD records to verify or convey such information to the public in response to inquiries, as well as instructing the public on submitting documents to resolve prior year corrections.
  • Explore problems and render fast and rational decisions.
  • Motivate co-workers and provide leadership and training.
