Requirements

  • Strong planning, organizational, verbal and written communication, and problem-solving skills.
  • Highly developed analytical, critical thinking, and communication skills, political awareness and sensitivity.
  • Strong knowledge of current theories, trends, and issues related to community and neighborhood development.
  • Ability to establish and maintain effective working relationships with leaders, employees, and external contacts; interacts in a manner that builds trust, credibility, and rapport.
  • Ability to empower people and use innovative approaches in situations involving rapid change, shifting priorities, or simultaneous demands.
  • Negotiation, interpersonal, investigation, mediation, and facilitation skills.
  • Strong contract and financial management skills.
  • Proven ability to liaise and foster partnerships with community groups, organizations, and orders of government.
  • High emotional intelligence capacity with the ability to communicate respectfully using judgement and tact, to deal effectively with ambiguity, and to remain neutral in conflict situations.
  • Proficient with Microsoft Office applications (Outlook, Word, Excel).
  • Degree in Business Administration or Commerce is required.
  • Five (5) years of experience in a municipal financial management environment.
  • Two (2) years of experience in a leadership role.
  • Submission of a Criminal Record Check.
  • A valid Class Five (5) Alberta Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.
  • Must be willing to work outdoors in all weather conditions.

Nice To Haves

  • Chartered Professional Accountant (CPA) designation is an asset.
  • An equivalent combination of education and work experience may be considered.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.

Responsibilities

  • Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment.
  • Provides direct supervision and leadership ensuring the team is managed fairly and consistently.
  • Works with team to plan and balance workload and verifies work processes are followed and coordinated to ensure service levels.
  • Mentors, coaches, and provides support to staff.
  • Participates in the continuous research, development, improvement, and implementation of effective departmental strategies, tools, and guidelines based on the Municipality’s best practices.
  • Analyzes the effectiveness of departmental programs and makes suggestions for further improvement.
  • Provides input related to department business plans, initiatives, and budget to ensure continuous achievement of department goals.
  • Oversees and provides support for the administration of operational agreements, community investment program grants, and other council approved grants.
  • Implements recommendations as outlined by the Community Investment Program Approval Committee, Council approved plans, policies, and relevant administrative directives or procedures.
  • Ensures funding priorities align with social needs assessments, Municipal Development Plan, Council’s strategic plan, and other Council approved plans.
