About The Position

Amentum has an opportunity for a highly skilled Special Security Representative (SSR) to support Marine Forces Pacific (MARFORPAC) at Camp H.S. Smith, Hawaii. The candidate will serve as an SSR with primary responsibility for the security management of Sensitive Compartmented Information (SCI) programs. A comprehensive, hands-on understanding of SCI security procedures is paramount. The role also requires providing security support for Special Access Programs (SAP) and Compartmented Access Programs (CAP). Core responsibilities include executing a wide range of security functions: Personnel, Information, Industrial, Physical, and Communications Security. This position also entails serving as the Foreign Disclosure Representative (FDR) to ensure policy compliance.

Requirements

  • Must exhibit in-depth level of knowledge of DOD manuals, instructions, regulations, guidelines, and ICDs pertaining to national security programs (i.e., DoD 5105.21 V1-3, SECNAVINST 5510.30/36, ICD 704, and ICD 705).
  • Must possess superior functional knowledge of task order specific requirements and have experience in developing functional requirements for complex integrated business or security systems.
  • Demonstrated knowledge of Special Access Program (SAP) and Compartmented Access Program (CAP) security requirements sufficient to provide accurate guidance and assistance to program personnel.
  • Knowledge of Foreign Disclosure policies and procedures sufficient to qualify for appointment as a Foreign Disclosure Representative (FDR).
  • Must demonstrate the ability to work independently or under only general direction.
  • Top Secret with Sensitive Compartmented Information (TS/SCI) eligibility is required.
  • U.S. Citizenship is required to obtain a TS/SCI Clearance.
  • Must have knowledge with Classification Management.
  • Minimum of four years of experience, of which at least two years must be specialized in process functional analysis, or the discipline required by the task order.
  • Completed the DIA SCI Security Officials Course
  • SCI Physical Security experience providing expert advice over all aspects of physical security; SCIF concept approval requests, SCIF construction security plans, fixed facility checklist, TEMPEST, TSCIF and TSWA requests.
  • Excellent oral and written communication skills
  • Proficient at authoring analytical and/or policy documents
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)

Nice To Haves

  • Counterintelligence (CI) Polygraph may be required.
  • At least 10 years of experience supporting the Department of Defense (DoD), including at least 5 years of experience in military operations
  • Direct experience providing security support for or within a Special Access Program (SAP) or Compartmented Access Program (CAP).
  • Formal training or certification as a Foreign Disclosure Representative (FDR) and/or experience in processing and managing foreign disclosure requests
  • A Bachelor’s degree in a related discipline, or a combination of formal education and professional training in DoW special security program requirements from an accredited Federal or DoW educational institution to include physical security, special security, and/or Special Access Programs.
  • Experience with CONOPS and SIGINT CONOPS desired, but not required
  • SIGINT background desired, but not required
  • Good information technology, communications and writing skills are required

Responsibilities

  • Assist in the development and administration of SCI security programs and procedures and advise staff of security matters and implementation.
  • Assist the certifying official for processing visitor security clearances, granting facility access, and ensuring person-to-person communication and coordination occurs under applicable guidelines and regulations.
  • Conduct SCI indoctrination briefings, debriefings, security education classes, and orientation of employees regarding personnel and SCI physical security requirements.
  • Conduct security self-inspections and audits for personnel security.
  • Complete pre-screen SCI paperwork, and review SF-86s for initial and periodic reinvestigations for all government military and civilians assigned to the command.
  • Conduct random security inspections to assess the command’s physical security posture.
  • Assist with managing security incidents and report to the appropriate agencies.
  • Coordinate with associated agencies to ensure efficient processing of onboarding personnel.
  • Initiate action towards accomplishing assignments to assist in furthering progress toward predetermined long-range goals and objectives.
  • Provide recommendations to the SSO during the construction or modification of Sensitive Compartmented Information Facilities (SCIF).
  • Support visitor control, retrieving, and processing visitor clearances and maintaining the SCI visitor control databases upon completion of provided training.
  • Perform other security related duties as assigned.
