About The Position

This position is located in the Children Services Section and is responsible for developing, implementing, monitoring, and supervising program compliance and standards within the Children’s Services Division of the Cumberland County Department of Social Services. The role involves monitoring the coding of social work time for compliance with fiscal policies related to various child welfare services, including assessments, in-home services, foster care, congregate care, and Medicaid eligibility. As part of the Management Team, this position requires planning programs to meet the needs of a diverse client population, interpreting data, projecting budget impacts, and assessing the need for new policies and procedures. The administrator will also advocate for legislative changes to strengthen programs and initiate mechanisms for management reports on program and staff effectiveness. This role includes direct supervision and management of a section within the Children Services Division, overseeing up to 8 Social Work Supervisor IIIs and 45 Social Workers.

Requirements

  • Master's degree from an accredited school of social work and four years of social work or counseling experience, two of which were supervisory; OR
  • Bachelor's degree in social work and five years of social work or counseling experience, two of which were supervisory; OR
  • Bachelor's degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and six years of social work or counseling experience, two of which were supervisory; OR
  • An equivalent combination of training and experience.
  • Valid North Carolina Driver's License.
  • Ability to pass a drug test.
  • Ability to pass a law enforcement background check.
  • Must use personal vehicle for duties.
  • Ability to assist in emergency and/or disaster situations.
  • Adherence to the County's dress code policy, including guidelines on tattoos and body piercing.

Nice To Haves

  • Experience working in or knowledge of congregate care for youth.
  • Knowledge of Medicaid Eligibility requirements.

Responsibilities

  • Develop, implement, monitor, and supervise program compliance and standards within the Children’s Services Division.
  • Monitor coding of social work time to ensure compliance with fiscal policies for Child Protective Services Assessments, In-Home Services, Foster Care, Congregate Care, and Medicaid Eligibility.
  • Plan programs that meet the needs of a multi-problem client population.
  • Interpret data in alignment with existing policy and procedures.
  • Project impact on budget.
  • Assess the need for developing and implementing different policies and procedures.
  • Develop programs consistent with statute and state policy and procedure.
  • Revise policies to meet the needs of children and families when changes occur.
  • Advocate for legislation that would strengthen existing programs or allow for the development of new programs.
  • Initiate and participate in the development and implementation of mechanisms to generate management reports reflecting program and staff effectiveness (e.g., practice standards, reporting system, fiscal accountability, quality assurance measures).
  • Supervise and manage a section of the Children Services Division, including a staff of up to 8 Social Work Supervisor IIIs and 45 Social Workers.
