About the position

The Senior Supply Chain Manager at RTX Corporation will lead and strategize the execution of complex U.S. Government subcontracts and procurement, ensuring compliance with RTX policies and U.S. Government regulations. This role is pivotal in supporting the innovation mission of the RTX Technology Research Center (RTRC) by overseeing subcontracting activities, supplier performance, and developing high-performing teams. The position requires collaboration across various functional organizations to drive accountability and performance, while also managing a team of supply chain professionals.

Responsibilities

  • Lead and develop a high performing work team contributing to RTRC's success.
  • Oversee and ensure timely negotiation and execution of subcontracting activities in compliance with RTX Policy and U.S. Government regulations.
  • Maintain RTRC Procurement Policy and Procedure Manual for compliance.
  • Responsible for U.S. Government Reporting for Subcontracts and Subawards.
  • Perform Subrecipient monitoring of programmatic and financial activities of subrecipients.
  • Manage overall supplier performance to support program execution and RTRC financial objectives.
  • Collaborate across functional organizations to develop solutions and ensure supplier performance.
  • Establish and develop strong business partner relationships with critical suppliers.
  • Communicate effectively on all supply chain issues to leadership and program teams.
  • Monitor and evaluate metrics for trends and root causes, formulating proactive plans for program success.
  • Supervise a team of 4-6 supply chain professionals.
  • Develop short-, medium-, and long-term Supply Chain strategies.
  • Participate in process and system changes to enhance Supply Chain performance.
  • Manage projects including budgeting, staffing, and risk assessment.
  • Ensure internal controls and compliance with RTRC policies.
  • Contribute to the delivery of multiple projects simultaneously.
  • Develop and maintain Supply Chain SharePoint content.
  • Ensure development of Supply Chain talent through talent reviews and succession planning.
  • Lead Supply Chain related audit activities as needed.
  • Manage Materials Distribution area including Shipping, Receiving, Mail Room and the Crib.

Requirements

  • Bachelor's degree and 10 years of prior relevant experience OR an Advanced degree and 7 years of relevant experience OR 14 years of relevant experience in absence of a degree.
  • Experience in supply chain management, procurement, and subcontract management.
  • Experience with financial impacts of decisions on the organization's budget.
  • Experience with government proposals and contracting/subcontracting, knowledge of FAR and DFARS.
  • Experience with SAP and broad management and leadership knowledge.
  • Ability to obtain and maintain a U.S. government issued security clearance.

  • Skilled in communications, team building, conflict resolution, and relationship management.
  • Solid understanding of related business disciplines and their interaction with Supply Chain.
  • Experience with Microsoft Office suite, particularly Excel, Word, PowerPoint, and SharePoint.
  • NCMA CPCM or CFCM certification.
