About The Position

This Senior Security Specialist will assist in the administration of the TCOM industrial security program within its facilities with specific focus on application to and primary responsible for personnel security clearances, access processing and reporting compliance. The role involves providing support to the FSO in administering security guidelines, ensuring compliance with DoD cleared facilities regulations, and offering industrial and personnel security guidance. A key responsibility is the oversight of over 500 personnel clearances in DISS, acting as the primary administrator for this system. The specialist will coordinate with VRO and DOD CAF on personnel clearance matters, facilitate initial clearances and reinvestigations, and utilize various personnel security systems like DISS, NBIS/eApp, and SWFT. Additionally, the role includes oversight of SEAD 3 reporting compliance, managing nationwide fingerprinting services, supporting subcontractor security, and serving as an Alternate COMSEC Custodian. Coordination with physical/technical SMEs for intrusion detection and access systems, processing new employee access cards, responding to inquiries, documenting inspections, and handling debriefs and separations are also part of the duties. Requirements

  • Bachelor’s degree in a related field, or equivalent amount of education and experience required.
  • A minimum of 10 years of related experience.
  • Must have the ability to obtain and maintain a security clearance.
  • Advanced level experience with the various Government sites to include DISS, SWFT and IAD.
  • COMSEC Custodian training completed IAW the NSA, CSS (Control of COMSEC Security Material) Policy Manual 3-16.

Responsibilities

  • Provide support to the FSO in the administration of the 32 CFR, Part 117, NISPOM Rule and other security relevant guidelines/manuals/instructions.
  • Assist with the administration of aspects of the Department of Defense (DoD) cleared facilities in accordance with the 32 CFR, Part 117, to ensure program(s), personnel clearance and facility clearance compliance.
  • Provide industrial and personnel security guidance to personnel at multiple organizational levels to include management on an as needed basis, particularly as it relates to personnel clearance(s).
  • Responsible for oversight of over 500 personnel clearances (Owning and Servicing) in DISS.
  • Primary administrator for DISS (Defense Information System for Security); personnel clearance SOR (system of record).
  • Responsible for coordination with VRO (Vetting Risk Operations) and DOD CAF (Department of Defense Central Adjudication Facility) in order to pursue resolution on PCL (personnel clearance) related matters to include CE (Continuous Evaluation), LOJs (Loss of Jurisdictions), adverse information/ incident reports, foreign contact and foreign travel reporting.
  • Facilitate initial clearances, periodic reinvestigations, request to personnel regarding CE inquiries.
  • Utilizes the relevant personnel security systems (DISS, NBIS/eApp, SWFT) as required to support personnel security clearance transactions; advanced level experience with the various Government sites to include DISS, SWFT and IAD.
  • Responsible for oversight of SEAD 3 (Security Executive Agency Directive) 'covered' employee reporting compliance.
  • Responsible for Field Print service provider of remote nationwide fingerprinting service to support telework and field support cleared personnel processing; coordinating fingerprints for applicants at the initial stage or PCL upgrades.
  • Supporting the facility clearance sponsoring of subcontractor’s security offices to support PCL Owning/ Servicing relationships, verifying PCL eligibility, investigations and reporting compliance.
  • Officially appointed to NSA as Alternate COMSEC Custodian for the facility.
  • Coordinate with physical/technical subject matter expert (SME) and service provider staff to maintain intrusion detection systems (IDSs) and card access systems through report review/evaluation and testing, updating employee access personal identification numbers (PINs), and active alarm response.
  • Assisting with processing new employee’s access/identification card and new hire onboarding orientation/briefs.
  • Responds to personnel inquiries (email, phone calls, etc.), maintain applicant information and investigation history in databases(s).
  • Documenting and tracking entry/exit inspections at respective facilities.
  • NATO debriefs, NDA/SF312 for termination/ separation for employees and subcontractors.
  • Perform other duties and other responsibilities as assigned.
