About The Position

Quantum Research International, Inc. (Quantum) is seeking a Senior Foreign Military Sales (FMS) Analyst to provide technical analysis support for the acquisition planning, controlling, and organizing of multiple FMS Programs managed by a US Army Program Directorate. This role involves monitoring and analyzing activities throughout all phases of the program life cycle, from initiation to close-out, including requirements generation, design, test, production, fielding, and operation. The position requires knowledge of the Defense Acquisition System and demonstrated skills in managing cost, schedule, and performance in a program office; product life cycle management; project team management; and preparing acquisition and contracting documents. Taskings will include support of current and future international program efforts, such as monitoring, reviewing, analyzing, and coordinating security assistance issues concerning DoD and non-DoD agencies.

Requirements

  • Bachelor’s degree
  • 12+ years of experience in FMS related to acquisition, life cycle management, analysis, and planning.

Nice To Haves

  • Experience in logistics support is highly desired.
  • Proficiency in Microsoft Excel, PowerPoint, and other data analysis tools.

Responsibilities

  • Process Security Assistance Management Directorate's (SAMD) Staff Action Control Officer (SACO) tasking management along with tasking and coordination between PAE Fires PMOs and AMCOM SAMD Teams & employees.
  • Conduct substantive evaluations and assist in the development of the Integrated Master Schedule, Integrated Management Plan, Engineering Change Proposals, Contract Data Requirements List, Contract Work Breakdown Structure and Prime Item Development Specifications.
  • Provide support and expertise in developing recommendations to strategic plans, risk management strategies and reviews; prepare and complete action plans and identify trends.
  • Support work environment with multiple quick turn taskings with senior-level analysis and critical thinking to minimize need for iterative follow-up discussions with customers.
  • Lead the drafting and development of letters, memoranda, program briefings, and point papers.
  • Manage and coordinate inquiries and provide recommendations for senior officials' approval and disposition.
  • Track the implementation of corrective actions and milestone accomplishments and evaluate progress on a continuing basis.
  • Assist in maintaining and managing the program budget and integrated master schedule.
  • Conduct research into project-related issues to ensure compliance with guidelines as outlined in the Federal Acquisition Regulations and the Defense Federal Acquisition Regulations.
  • Track project milestones and deliverables and conduct project after action reviews to identify areas for internal improvement.
  • Review and assist in the development of Statement of Work, contract development and technical evaluations, briefings, and general support.
