About The Position

The City of Collinsville is seeking a full‑time, exempt professional who is analytical, detail‑oriented, and highly organized, with strong communication skills and the ability to exercise sound judgment, discretion, and confidentiality. This position plays a key role in transforming accounting and financial data into meaningful financial insights that support organizational planning, budgeting, and strategic decision‑making. The Senior Financial Analyst develops financial plans and collects and transforms data to support the City's end‑to‑end forecasting and budgeting processes, and provides high‑impact analysis to support the Finance Director, City leadership, and departmental partners.

Requirements

  • Bachelor's degree in Accounting, Finance, Data Sciences, or a related field from an accredited institution.
  • Three (3) to five (5) years of progressively responsible experience in accounting, financial analysis, budgeting, or related roles.
  • Strong understanding of business process modeling and reform through change management and data analysis.
  • Advanced proficiency in Microsoft Office applications, particularly Excel‑based modeling and analysis, AI tools to present data analysis visualization, and time series forecasting.

Nice To Haves

  • Experience working with municipal funding and financial systems and multi‑fund environments preferred but not necessary.

Responsibilities

  • Plans, executes and coordinates the annual budgeting and financial forecasting processes under the guidance of the Director of Finance, working collaboratively with department heads to develop accurate, data‑driven budgets and multi‑year projections.
  • Analyze monthly, quarterly, and annual financial results, identifying variances, trends, and operational drivers; provide clear explanations and recommendations for corrective action.
  • Manages key programs in support of payroll, collections, and the police and fire pension funds to ensure continuity of operations in these and other special programs as assigned.
  • Prepare and present internal management reports, dashboards, and key performance indicators to the Finance Director, City Manager, and City Council.
  • Provide key query and summary data capability of the general ledger supporting the Controller and Director as needed and supporting other departments in their ability to produce their own financial data.
  • Manage the annual audit process by maintaining schedules, coordinating documentation release, and providing updates to the Controller and Director of Finance on progress.
  • In conjunction with the Finance Director – strengthen internal controls, improve financial processes where necessary, and reform business processes within the finance function to improve efficiency and effectiveness.
  • Prepare ad‑hoc analyses and special reports to support decision‑making, capital planning, and operational improvements recommendation for city leadership
  • Design, produce, and maintain financial models to support long‑range planning, scenario analysis, and resource allocation decisions
